مجلس الاتحاد الأوروبي: ندعم العملية الديموقراطية في لبنان ونرحب بالطموح الى استعادة الثقة

اعتمد وزراء خارجية الاتحاد الأوروبي ال 28 المجتمعون اليوم في بروكسل، خلاصات حول لبنان، أعاد فيها مجلس الاتحاد تأكيد دعمه “للعملية الديموقراطية في لبنان”. ووزعت البعثة الاعلامية للاتحاد الاوروبي في بيروت، الخلاصلات وفق بيان للمجلس جاء فيه: ” يرحب الاتحاد الأوروبي بانتخاب الرئيس ميشال عون في 31 تشرين الأول 2016 وتشكيل حكومة وفاق وطني برئاسة سعد الحريري في 18 كانون الأول 2016، مما وضع حدا لجمود طال أمده أصاب المؤسسات السياسية. ويشيد الاتحاد الأوروبي بالرئيس تمام سلام على قيادته في ظروف صعبة. يأخذ الاتحاد الأوروبي علما بالبيان الوزاري ويرحب بطموحه إلى “استعادة الثقة”. وفي هذا الإطار، يدعو الاتحاد الأوروبي لبنان إلى إجراء الانتخابات التشريعية في موعدها هذه السنة وضمان عملية سلسلة وشفافة، تمسكا بالتقليد الديمقراطي العريق للبنان. ويعرب الاتحاد الأوروبي عن استعداده تقديم الدعم لهذه العملية. يرحب الاتحاد الأوروبي بعزم الأطراف السياسية اللبنانية كلها على متابعة العمل بالروحية البناءة نفسها وفي جو من الوحدة الوطنية. فهذا الأمر أساسي لاستقرار لبنان لضمان حسن سير عمل المؤسسات الديمقراطية جميعها ومعالجة التحديات السياسية والأمنية والاجتماعية والاقتصادية المختلفة التي تواجهها البلاد المثقلة نتيجة النزاع في سوريا. وتعتبر الحرية والتنوع في لبنان نموذجا للمنطقة ككل وهما يتلاءمان مع قيمنا المشتركة ويجب حمايتهما. يعيد الاتحاد الأوروبي تأكيد التزامه وحدة لبنان وسيادته واستقراره واستقلاله وسيادة أراضيه. كما يعيد تأكيد أهمية الالتزام المستمر بسياسة النأي بالنفس عن النزاعات الإقليمية كلها وفقا لإعلان بعبدا. يشدد الاتحاد الأوروبي أيضا على أهمية الالتزام المستمر للبنان بالتنفيذ الكامل لواجباته الدولية، بما فيها قرارات مجلس الأمن الدولي 1559 و1680 و1701 و1757. ويشيد الاتحاد الأوروبي بالدور الذي يؤديه الجيش اللبناني وقوات اليونيفيل في حفظ السلام والاستقرار في جنوب لبنان. ويعيد الاتحاد الأوروبي تأكيد دعمه لليونيفيل التي يساهم بعض دوله الأعضاء فيها بشكل كبير. كما يستمر الاتحاد الأوروبي في دعم عمل المنسقة الخاصة للأمم المتحدة في لبنان سيغريد كاغ. يدعم الاتحاد الأوروبي بالكامل جهود السلطات والمؤسسات الأمنية اللبنانية في محاربة الإرهاب ومنع التطرف، ويرحب بالتعاون المستمر مع الاتحاد الأوروبي، وهو عازم على متابعته وتعزيزه. ويبقى الاتحاد الأوروبي ملتزما بدعم الجيش اللبناني. تشكل أولويات الشراكة بين الاتحاد الأوروبي ولبنان وحزمتها المعتمدة في 11 تشرين الثاني 2016 إطارا صلبا للعلاقات بين الاتحاد الأوروبي ولبنان وللدعم المستمر من الاتحاد الأوروبي للبنان. ويرحب الاتحاد الأوروبي بتأكيد الحكومة الجديدة شراكتها مع الاتحاد الأوروبي. ويلتزم الاتحاد الأوروبي دعم لبنان في مواجهة التحديات المتعلقة بالاستقرار، وفي تحفيز النمو الاقتصادي المستدام والشامل الذي يشمل تطوير قطاعي الطاقة والبنى التحتية، وفي تنفيذ الإصلاحات الطارئة وخطط التنمية للبلاد. ويشعر الاتحاد الأوروبي بالتشجيع نتيجة التزام القيادة الجديدة في لبنان بتعزيز حكم القانون، بما في ذلك مكافحة الفساد والحكم الرشيد وزيادة مشاركة النساء والشباب. يشيد الاتحاد الأوروبي بالجهود الاستثنائية التي يبذلها لبنان في استضافة أكثر من 1.1 مليون لاجئ سوري إلى حين تلبية شروط عودتهم إلى بلدهم. ولا بد من الإشادة بالمجتمعات المضيفة. ويحترم الاتحاد الأوروبي بالكامل التزاماته التي قطعها في مؤتمر لندن في شباط 2016، ويتطلع إلى متابعة تعاونه مع الحكومة الجديدة لضمان تقدم العمل في تحسين أوضاع اللاجئين وحقوقهم وحمايتهم وكذلك المجتمعات المضيفة المعوزة، بما يتلاءم مع التزامات لبنان بموجب حزمة الشراكة بين الاتحاد الأوروبي ولبنان وإعلان النيات في لندن. كما يشيد الاتحاد الأوروبي بدعم لبنان للاجئين الفلسطينيين، بمن فيهم من فروا أخيرا من سوريا. إن الاتحاد الأوروبي عازم على متابعة دعمه للبنان، ويدعو الشركاء الإقليميين والأسرة الدولية إلى تعزيز دعمها للسلطات اللبنانية الجديدة”.
Council of the European Union Adopts Conclusions on Lebanon

Twenty-eight European Union foreign affairs ministers who gathered Monday in Brussels adopted a number of conclusions on Lebanon.
“The Council of the European Union adopted conclusions reaffirming the EU support to the democratic process in Lebanon and welcoming the recent election of President Michel Aoun and the formation of a new government led by Prime Minister Saad Hariri,” an EU statement said.
The Council called on the country to “hold timely legislative elections in 2017” and “ensure a smooth and transparent process.”
The foreign ministers also reiterated the importance of Lebanon’s “on-going commitment to a policy of dissociation from all regional conflicts,” while commending the country’s “extraordinary efforts in hosting more than 1.1 million Syrian refugees.”
Below is the full text of the Council conclusions:
“1. The EU welcomes the election of President Michel Aoun on 31st October 2016 and the formation of a government of national accord under Saad Hariri’s leadership on 18th December 2016, putting an end to the long-lasting deadlock of the political institutions. The EU pays tribute to outgoing Prime Minister Tammam Salam for his leadership under difficult circumstances.
2. The EU takes note of the Government Declaration and welcomes its ambition to ‘restore trust’. On this note, it calls on Lebanon to hold timely legislative elections in 2017 and ensure a smooth and transparent process, to uphold Lebanon’s longstanding democratic tradition. The EU stands ready to provide support to this process.
3. The EU welcomes the determination of all Lebanese political actors to continue working with the same constructive spirit and in an atmosphere of national unity. This is crucial for Lebanon’s ability to ensure the proper functioning of all democratic institutions and address the various political, security, social and economic challenges the country faces, heavily impacted by the Syria conflict. Lebanon’s freedom and diversity is a model for the whole region and in line with our common values and should be protected.
4. The EU reaffirms its commitment to the unity, sovereignty, stability, independence and territorial integrity of Lebanon. It reiterates the importance of an ongoing commitment to a policy of disassociation from all regional conflicts, in line with the Baabda Declaration.
5. The EU also stresses the importance of Lebanon’s continued commitment to the full implementation of its international obligations, including United Nations Security Council (UNSC) Resolutions 1559, 1680, 1701, 1757. The EU commends the role of the Lebanese Armed Forces and UNIFIL in maintaining peace and stability in South Lebanon. The EU reaffirms its support to UNIFIL, to which several Member States are making significant contributions. The EU continues to support the work of the U.N. Special Coordinator for Lebanon, Sigrid Kaag.
6. The EU fully supports the efforts of the Lebanese authorities and security institutions in their fight against terrorism and the prevention of radicalization and welcomes the ongoing cooperation with the EU and is determined to continue and reinforce it. The EU remains committed to support the Lebanese Armed Forces.
7. The EU-Lebanon partnership priorities and compact adopted on 11th November 2016, establish a solid framework for EU-Lebanon relations and for the EU’s continued support to Lebanon. The EU welcomes the new Government’s confirmation of its partnership with the European Union The EU is committed to support Lebanon in addressing the challenges for the stability of the country, in fostering sustainable and inclusive economic growth including the development of energy and infrastructure sectors, and in implementing the country’s urgent reforms and development plans. The EU is encouraged by the commitment of Lebanon’s new leadership to strengthen the rule of law, including the fight against corruption, good governance and the increased participation of women and youth.
8. The EU commends Lebanon’s extraordinary efforts in continuing to host more than 1.1 million Syrian refugees until conditions for their return are met. Tribute should be paid to host communities. The EU is fully delivering on its commitment made at the London Conference of February 2016 and looks forward to continuing its cooperation with the new Government to ensure progress on improving the situation of refugees, their rights and protection, and vulnerable host communities in line with Lebanon’s commitments under the EU-Lebanon Compact and London Statement of Intent. The EU also commends Lebanon for its support to Palestinian refugees, including those who recently fled Syria.
9. The EU is determined to continue its support to Lebanon and calls upon the regional partners and international community to strengthen the support to the new Lebanese authorities.”
