He also believes that the United States is pursuing a long-term strategy of attrition aimed at bringing about the eventual collapse of the Iranian regime, and that coexistence with its regional proxies—Hezbollah, Hamas, and the Houthis—is no longer considered acceptable. Regarding Lebanon, he describes the state as a legal fiction operating under Hezbollah’s dominance and maintains that the Lebanese Army lacks an independent institutional foundation.

He stresses that challenging American influence carries significant costs.

Iran’s Resilience and the Strategy of Attrition
Despite severe setbacks to its regional proxies and ongoing economic sanctions, Iran remains resilient and continues to impose conditions on its adversaries. According to Dr. Chartouni, Washington’s only viable strategy is a policy of prolonged attrition—a long-term economic and financial war of exhaustion. He cites former U.S. Secretary of State Condoleezza Rice in support of this assessment and argues that the Iranian regime has entered its final phase.

U.S. Midterm Elections
He considers President Trump’s remarks about giving Americans $5,000 to have been a joke rather than an attempt to buy votes. Even if Republicans suffer setbacks in the midterm elections, he believes U.S. foreign policy will remain largely unchanged because Trump is focused on securing a lasting legacy during the remaining years of his presidency. He further argues that the Democratic Party is no longer the party of John F. Kennedy and has evolved into a coalition influenced by Islamist activists and the far left. He specifically mentions figures such as Zohran Mamdani, Alexandria Ocasio-Cortez, Rashida Tlaib, and Ilhan Omar.

American Military Buildup in Israel and the Risk of Escalation
Dr. Chartouni discusses reports of approximately 3,000 additional U.S. troops and military aircraft being deployed in support of Israel as a precaution against possible escalation. He believes Iran is attempting to restore the credibility of its regional intervention strategy through a major symbolic and military demonstration marking three years since the outbreak of the war. This could involve Hezbollah, remaining Hamas infrastructure in Gaza, the Iraqi-Syrian border region, and Yemen. However, he argues that Iran’s capacity for intervention is limited. In his assessment, the region is moving toward a “Total War” scenario aimed at the comprehensive dismantling of Iran’s regional system, while Tehran understands that neither Russia nor China is likely to provide direct military support.

Lebanon, Hezbollah, and the Framework Agreement
Dr. Chartouni warns that if Hezbollah launches attacks against northern Israeli communities, what remains of southern Lebanon and the Bekaa Valley could face devastating consequences. He argues that coexistence with Hezbollah is no longer viable. He strongly criticizes President Joseph Aoun and Prime Minister Nawaf Salam, describing the executive authority as a “soap bubble” that squandered the ceasefire opportunity. According to him, the government failed to contain Hezbollah and instead allowed it to rebuild its capabilities, paving the way for the 2026 war. He also argues that the framework agreement, which separated the Lebanese file from the Iranian one, was never implemented because the Lebanese authorities deferred to Hezbollah’s priorities rather than enforcing the agreement’s provisions requiring the dismantling of its military presence in southern Lebanon.

Dr. Chartouni describes Lebanon as a dysfunctional entity and a legal fiction under Hezbollah’s domination. He accuses the Lebanese Army and its commander, General Rodolphe Haykal, of lacking genuine independence and claims they operate under Hezbollah and Iranian influence. He references figures such as Mohammad Safa and Murshid Suleiman, noting that the latter attended a commemoration of Hassan Nasrallah without facing any accountability. He also discusses Hezbollah’s tunnel infrastructure in southern Lebanon, the billions of dollars allegedly invested in it, and what he describes as the obstruction of land registry offices to facilitate the acquisition of Christian-owned properties. Furthermore, he argues that the Beirut Port explosion was a deliberate operation intended to alter the geopolitical balance within the capital and facilitate property acquisitions in neighborhoods such as Gemmayzeh and Mar Mikhael.

Conclusion and Outlook
Dr. Chartouni’s principal conclusion is that coexistence with Hezbollah belongs to the past and that the dismantling of its political and military equations has become inevitable.
