الواضح انه سقط من ذاكرة السادة النواب أن قوة اليونيفيل تنهي عشرين عاماً على وجودها في لبنان في نهاية كانون الأول من العام الحالي، وخلال هذه السنوات المديدة لم تحقق أي هدف يتعلّق بالقرار 1701، بل بالعكس تحولت منطقة عملياتها إلى شبكات أنفاق وترسانات سلاح لا تُعدّ ولا تُحصى، حتى انفجر الوضع واندلعت الحرب. فسارعت هذه القوة إلى جمع عناصرها في المواقع وإلزامهم المكوث في الملاجئ، في حين ان ابناء المناطق طالبوا اليونيفيل بالتحرك لحماية السكان المدنيين العزّل خاصة في البلدات والقرى التي لم تكن ضالعة في الحرب، ولكن باءت مطالباتهم المتكررة بالفشل، حيث أحجمت هذه القوة عن تقديم أي عون، معنوياً كان أم لوجستياً، للذين كانوا بأمسّ الحاجة إليه.
لقد فات نوّاب الأمة أن القوة المذكورة قد فشلت فشلاً ذريعاً في تنفيذ مهامها، وتحولت، بعد سنوات قليلة من انتشارها، إلى قوة فولكلورية واستغلالية دون أن تحقق على أرض الواقع أي نتائج تُذكر. مع العلم ان عديدها كان ١٥ الف عسكري ، يعاونهم لوائين من الجيش البناني ناهيك عن المخابرات وأمن الدولة والمعلومات والامن العام وقوى الامن .
يعني كان في انتشاراً ل ٢٠ الف عسكري على ارض المنطقة وبقي الحزب يسرح ويمرح تحت الشمس فوق الارض وتحتها وعلى مرأى من عيونهم.
وللمقارنة ان عديد جيش لبنان الجنوبي كان ٣ آلاف عسكري فقط.
ان بنود القرار الأممي المندرج تحت الرقم 1701 واضحة، وفشلت هذه القوة في تنفيذها على مدى العشرين عام المنصرمة ،لذلك نقول للمجتهدين البرلمانيين: إن زمن الفولكلور قد انتهى، وبتنا نواجه الحقيقة، وعند الامتحان يُكرَم المرء أو يُهان.

It is clear that it has slipped from the minds of the esteemed MPs that the UNIFIL force will conclude twenty years of presence in Lebanon at the end of December of the current year. Throughout these long years, it has not achieved any objective related to Resolution 1701; on the contrary, its area of operations turned into tunnel networks and countless weapon arsenals, until the situation exploded and war broke out. This force rushed to gather its personnel at sites and compelled them to stay in shelters, while the inhabitants of the regions demanded that UNIFIL take action to protect the defenseless civilian population, especially in towns and villages that were not implicated in the war. However, their repeated demands met with failure, as this force refrained from offering any assistance, whether moral or logistical, to those who were in dire need of it.
The Lebanon’s MPs have forgotten that the aforementioned force has failed miserably in carrying out its missions, and after a few years of its deployment, it turned into a folkloric and exploitative force without achieving any noteworthy results on the ground. This is noting that its personnel numbered 15,000 soldiers, assisted by two brigades of the Lebanese Army, not to mention Intelligence, State Security, Information, General Security, and the Internal Security Forces.
This means there was a deployment of 20,000 soldiers on the ground in the region, yet Hezbollah remained roaming and operating freely under the sun, above ground and beneath it, right before their eyes.
For comparison, the personnel of the South Lebanon Army SLA numbered only 3,000 soldiers.
The clauses of UN Resolution 1701 are clear, and this force has failed to implement them over the past twenty years. Therefore, we say to the parliamentary enthusiasts: The time of folklore has ended, and we now face reality; and at the test, a person is either honored or disgraced.
