أوباما وورقة التوت الفلسطينية

في أيام ما كان شارع فليت هو موئل الصحافة البريطانية، كان كثير من الكليشيهات المتداولة في الحانات العامة وكأنها الحقيقة التي لا مراء فيها بشأن الصحافة. ومن أحد هذه الكليشيهات الثابتة آنذاك، المزاعم بأن أسلم القضايا للكتابة والنشر حولها كانت تتعلق بفلسطين وأفغانستان. وكتابة مقال من 600 كلمة فقط حول «لماذا تحتاج فلسطين لصفقة أفضل» أو «لماذا يجب مساعدة أفغانستان في تنمية اقتصادها الداخلي» كانت كافية لأن يشعر الكاتب بالارتياح والرضا عن نفسه، في حين أن الصحيفة يمكن أن تعلن نفسها منبعًا من منابع الحكمة، وكل ذلك من دون تكليف أي شخص بفعل أي شيء مزعج، فضلاً عن إغضاب المسؤولين.
ويبدو أن إدارة الرئيس باراك أوباما قد تبنت، على أدنى تقدير، جزءًا من ذلك الكليشيه عن طريق الشعور المفاجئ بتصاعد التعاطف مع القضية الفلسطينية. ولأكثر من أسبوع كان البيت الأبيض ينشر الأخبار التي تفيد بأن الولايات المتحدة قد قررت عدم استخدام حق النقض (الفيتو) بحق قرار أممي حاسم بشأن البناء الاستيطاني في إسرائيل، بناء على «تعليمات صارمة» من قبل الرئيس أوباما.
والقرار، الذي يحمل رقم 2334، جرى تسويقه في شكل محاولة لإحياء عملية السلام الأسطورية من خلال إثارة قدر من البلبلة حول القرارات الأممية الرئيسية الأخرى الصادرة عن مجلس الأمن، حول نفس الموضوع، ومن أبرزها القرار 242 الشهير. وهو يؤسس لمجموعة من التوصيات لإسرائيل من دون التلميح إلى ما يمكن القيام به إذا تم تجاهلها. وعلى نحو عاجل، فهو يمنح رئيس الوزراء الإسرائيلي بنيامين نتنياهو مزيدًا من الحجج لصالح موقف «الوقوف الحازم السريع من دون حلول وسط»، الذي يحاول تبريره، مع الإشارة إلى الموقف الدولي الغامض الذي تؤكده رغبة أوباما الحالية في إطلاق نيران التفرقة ضد غريمه الإسرائيلي اللدود.
ولسنا في حاجة لأن نكون خبراء في الدبلوماسية، حتى نعلم أن القرار يقلل من أي فرصة هنالك للوصول إلى حل الدولتين، فهو كمثل الوهم الذي يدور وينتشر في أروقة الأمم المتحدة، ثم ليمنح فرصة ثانية للحياة على أيدي الرئيس الأسبق جورج دبليو بوش. ولأن أوباما ذكي بما فيه الكفاية ليعلم أن السبب الوحيد لنشاطه الذي استغرق 11 ساعة حول الأمر، لا بد أن يكون رغبته في إخفاء الأفضلية الكاملة لرئاسته الباهتة، ولا سيما فيما يتعلق بالشؤون الدولية. ويمكن للمرء أن يتصوره وهو يدعي في مذكراته أنه «عمل بكل جدية» من أجل الوصول إلى حل الدولتين وحتى اللحظات الأخيرة من وجوده داخل البيت الأبيض. (أود لو أن السيناتور جورج ميتشل يكتب عن تجربته الشخصية بصفته مبعوث أوباما الخاص للسلام في الشرق الأوسط، وكيف أن صانع السلام خلال الإحدى عشرة ساعة، قد تمكن وبكل فعالية من تخريب كل خطوة عملية اتخذت في هذا الاتجاه).
وأولئك الذين قد يسألون: لماذا لم يفعل أوباما أي شيء خلال ولايته للبلاد التي استمرت ثماني سنوات كاملة، أو حتى خلال العامين الماضيين فقط؟ لا بد أن يتذكروا أنه كان معنيًا بدرجة أكبر بحساباته الانتخابية التافهة عن أي رغبة حقيقية في إقرار العدل للفلسطينيين. وفي عام 2008، كان أوباما في حاجة إلى دعم المواطنين الأميركيين من اليهود في تلك الولايات الحاسمة مثل فلوريدا وأوهايو، ولقد ساعدوه بالفعل من خلال منحه 85 في المائة من أصواتهم. وفي العام الماضي، كانت لديه نفس الحسابات مرة أخرى، ولكن هذه المرة لصالح السيدة هيلاري كلينتون المرشحة الرئاسية للحزب الديمقراطي الذي ينتمي إليه. وبعدما انقضت الحاجة لإجراء الحسابات الانتخابية، أصبح يمكنه إعادة اكتشاف ضميره الخفي، والذي ذكَّره بتعلقه في سني شبابه بالقضية الفلسطينية.
وكان جون كيري، خادم السياسة الخارجية في إدارة أوباما، يبحث هو الآخر عن ورقة التوت لإخفاء فشله بصفته وزيرًا لخارجية الولايات المتحدة.
ولقد أخبرتني حاشيته المقربة أنه أراد إلقاء خطبة كبيرة حول الأمر في عام 2014، وربما كان الهدف منها تحويل الانتباه عن فشله وفشل رئيسه الذريع حيال دولة جورجيا، ودول البلطيق، وتركيا، ومصر، وبولندا، وأوكرانيا، وسوريا، من بين دول أخرى حول العالم. ووفقا لتلك الحكايات المروية من قبل أفراد حاشيته، لم يطلق كيري العنان لثرثرته السياسية المعهودة، نظرًا لأن أوباما أمره بالتزام الصمت بعد الانتخابات الرئاسية عام 2016.
ولأن هكذا أمرًا لم يعد ساري المفعول، كان بإمكان كيري، أيضًا، أن يبني لنفسه صرحًا من الإرث السياسي عبر خطبة لاذعة قوية ومؤثرة استغرقت 60 دقيقة من عمر الزمن، والتي لا بد أن تدرس بوصفها أنموذجًا للارتباك وفقدان الأمانة في المجال الدبلوماسي. ووفقًا للمسؤولين الفرنسيين، طلب كيري كذلك السماح له بأن يلقي خطابًا مطولاً آخر، في باريس في وقت لاحق من هذا الشهر حول نفس الموضوع، في الوقت الذي يدشن رئيس فاشل آخر، وهو فرنسوا هولاند، مؤتمرًا دوليًا للسلام حول القضية الفلسطينية في العاصمة باريس. حسنًا، ليس هناك من سبب يدعونا لحجب ورقة التوت عن السيد هولاند، تلك الورقة التي يحاول كل من أوباما وكيري الحصول عليها باسم فلسطين المحتلة.
وليس أوباما، وكيري، وهولاند من أوائل الذين يحاولون البحث عن البطولة على حساب الفلسطينيين، والإسرائيليين الذين يعانون ويموتون في حالة الخيار الصعب التي فرضها عليهم ما يسمى بالمجتمع الدولي قبل 70 عامًا، حيث أخبر العرب، وبمزيد من الأهمية الفلسطينيين، أنهم لا يحتاجون لأن يصنعوا شيئًا بأنفسهم لتحقيق التسوية السلمية مع إسرائيل، فالأمم المتحدة هناك لتقوم بكل شيء نيابة عنهم، عن طريق تمرير العدد اللانهائي من القرارات الأممية معدومة الآلية للتنفيذ أو التفعيل على أرض الواقع.
وبالنسبة للناس البعيدين كل البعد عن الصراع، ومن غير وجود مصلحة حقيقية فيه، فإن تبني الموقف البطولي الزائف على حساب الفلسطينيين، أو الإسرائيليين لقاء هكذا قضية، ليس بالمهمة الصعبة.
والمشكلة تكمن في أن تلك البطولة الوهمية، التي تأتي على حساب الآخرين ممن يسددون ثمنها الباهظ البغيض من حياتهم، لا تصنع سوى أن تطيل من أمد الصراع الذي كان يمكن تسويته منذ عقود مضت لولا الآخرين، بدءًا من بريطانيا، والأمم المتحدة، وجامعة الدول العربية، والولايات المتحدة، والسوفيات، وغيرهم، لم يتدخلوا في الأمر لإفساده على نحوه الحالي، وفي غالب الأحيان عبر الوعود الفارغة أو المخططات الأنانية، من أحد الجوانب أو غيره.
وترادفية أوباما وكيري، قد تشارك في بعض الإشكالات المخادعة، قبل امتطاء صهوة البطولة صوب غروب شمس سياساتهما الباهتة. فحياتهما السياسية قد سببت أكثر من كارثة في المجالات كافة، حتى أصبحا ليس لديهما ما يخسرانه من لعب دور صانعي السلام، في حين محاولة تسوية النوايا الشخصية على جانب دون آخر.
وحري بالفلسطينيين والإسرائيليين التعلم من ذلك، أنه لا يمكن لطرف خارجي، حتى مع أحسن النوايا المعلنة، وهو ليس الحال مع أوباما وكيري، العمل على تسوية هذه المشكلات بالنيابة عنهم. والأمر متروك للفلسطينيين والإسرائيليين لاتخاذ القرار، ما إذا كانوا يستطيعون الحياة سويًا وعلى أي شروط. فالخطب العصماء الرنانة والقرارات الخاوية الواهية قد تخفي وتموه الحقيقة لبعض الوقت، ولكن لن تسقطها أو تقضي على ضرورتها الملحة.

In the days that Fleet Street was the home of the British press many clichés circulated in the public bars as gospel truth of journalism. One such was the claim that the safest issues to write an editorial about were Palestine and Afghanistan. Six hundred words on why Palestine needed a better deal or why Afghanistan had to be helped to develop its economy would make the writer feel good about himself while the paper could pose as a fount of wisdom- all that without committing anyone to anything let alone upsetting any applecart.
It seems that the administration of President Barack Obama has adopted at least part of the cliché by suddenly feeling an upsurge of sympathy for the Palestinian cause. For more than a week the White House has been spreading the news that the US decided not to veto a resolution critical of settlement buildings in Israel on Obama’s “firm instructions.”
The resolution, numbered 2334, is marketed as an attempt at reviving the mythical peace process by fomenting confusion regarding other key resolutions of the Security Council, on the subject, notably the famous 242. It makes a set of recommendations to Israel without even hinting at what might be done if they are ignored. More immediately, it gives Israeli Prime Minister Benyamin Netanyahu additional arguments in favor of its “stand firm and fast, no compromise” stance that he tries to justify with reference to an uncertain international situation compounded by Obama’s apparent wish to fire parting shots at his Israeli bête-noire.
You need not be an expert in diplomacy to know that the resolution reduces any chance there might have been for a two-state solution, a chimera put in circulation by the then juvenile United Nations and later given a second life by President George W Bush. Because Obama is intelligent enough to know this, the only reason for his 11th hour activism on this issue must be his desire to hide the total favor of his lackluster presidency, especially in international affairs. One could already imagine him claiming in his memoirs that he had “worked hard” for a two-state solution until the last moments of his presence in the White House. (I wish Senator George Mitchell would write about his experience as Obama’s Middle East peace appointee and how the 11th hour self-styled peacemaker effectively sabotaged every practical step in that direction.)
Those who might ask why Obama didn’t do a thing eight years, or even two years ago, must remember that he was more concerned with his petty electoral calculations than any desire for justice for the Palestinians. In 2008 he needed the support of Jewish Americans in such crucial states as Florida and Ohio; and they did help by giving him 85 per cent of their votes. Last year he had the same calculation, this time in favor of Mrs. Hillary Clinton, his Democrat Party’s presidential candidate. No longer in need of electoral calculations, he can rediscover a conscience that reminds him of his attachment in his youth to the Palestinian cause.
Obama’s foreign policy factotum John Kerry has also been searching for a fig leaf to hide the nakedness of his failure as Secretary of State. His entourage tells me that he wanted to make a big speech on the subject in 2014, presumably to divert attention from his and Obama’s abject failures on Georgia, the Baltic States, Turkey, Egypt, Poland, Ukraine and Syria among other places. According to the yarn spun by his entourage, Kerry did not trigger his logorrhea because Obama ordered him to remain silent after the 2016 presidential election.
With that order no longer in force, Kerry, too, could build a bit of a legacy with a 60-minute diatribe that is bound to be studied as a model of confusion and dishonesty in diplomacy. According to French officials, Kerry has also asked to be allowed to make another lengthy speech in Paris later this month on the same subject as another failed president, Francois Hollande, launches an international peace conference on Palestine in Paris. Well, there is no reason why Hollande should be denied the fig-leaf that Obama and Kerry try to procure for themselves in the name of Palestine.
Obama, Kerry and Hollande are not the first to try to look heroic at the expense of the Palestinians, and the Israelis who suffer and die in a 70-year old zugzwang carted by the so-called international community which has told Arabs, and more specifically Palestinians, that they need do nothing themselves to achieve a peace settlement with Israel: the UN is there to do the work by passing endless resolutions with no mechanism for implementation.
For people far from the conflict and with no real interest in it, adopting a heroic posture at the expense of the Palestinians, or the Israelis for that matter, is no big deal.
The problem is that such heroism bought at the expense of others who pay with their lives could only prolong a conflict that might have been resolved decades ago hadn’t others, starting with the British, the UN, the Arab League, the US, Soviets etc. not intervened, often with empty promises or self-centered schemes, on one side or another.
The Obama-Kerry tandem may yet engage in other shenanigans before they ride into the sunset. Their political careers over in disaster across the board, they have nothing to lose by posing as peacemakers while settling personals scores on the side.
The Palestinians and Israelis should learn that no outsider, even with the best of intentions, which is not the case with Obama and Kerry, could solve their problems for them. It is up to the Palestinians and Israelis to decide whether they could live together and on what terms. Big speeches and meaningless resolutions might camouflage that fact for a while but won’t deprive it of its urgency.
