Les équivoques de l’État libanais croissent de manière exponentielle, les hérésies constitutionnelles sont érigées en norme, la vie constitutionnelle a perdu toute prégnance et son influence s’est évaporée. Les oligarques en disposent afin de dissimuler leur mainmise. Ce rapport galvaudé aux institutions a atteint des proportions qui les ont discréditées. La notion d’État de droit est battue en brèche, la vie constitutionnelle a perdu sa consistance, et son incidence sur les enjeux politiques a été réduite à néant.
La constitutionnalité de la vie politique n’est qu’un faux semblant dûment instrumentalisé par la politique de domination chiite. Les institutions n’ont d’autre rôle que d’entériner le jeu alterné des politiques de puissance et de leurs simulations. La mort du méta-récit national et l’effondrement des institutions font écho au coup d’État chiite qui avance sur les décombres du pays et d’une démocratie libérale et consensuelle. Les déclarations de principe du pouvoir exécutif servent en effet de couverture à une colonisation de fait des institutions de l’État pratiquée par la politique de domination chiite à double détente. Nous n’avons plus affaire aux mêmes données anthropologiques qu’auparavant et il faudrait en prendre acte. Les deux stratégies de subversion se font écho et rendent compte des dynamiques en cours.
D’où la faillite de la trêve négociée, le caractère mensonger des rapports générés par le commandement de l’armée, et la nature fallacieuse de ses manœuvres, suivis par la démarche indéfiniment dilatoire de l’accord-cadre qui finira par être vidé de son contenu au train où vont les choses. Les pétitions de principe et les vœux mensongers finiront par vider cette opportunité de sa substance, comme c’est déjà le cas. La diplomatie libanaise est piégée par un pouvoir politique timoré, complice, et dont l’ambiguïté laisse profiler la crise pérenne de l’État. Or, la pratique galvaudée des faux semblants à l’œuvre sur la scène domestique tourne à la catastrophe lorsqu’il s’agit de faire face à une guerre régionale et à ses instrumentalisations.
La reconstruction du pays passe inévitablement par le rétablissement d’une matrice juridique et le règne de la loi constitutionnelle. Le concept d’État de droit est vide et se rapporte aux turpitudes d’une vie politique scandée par des coups d’État et des retournements causés par les rythmes saccadés des politiques de domination en alternance.
L’instrumentalisation de la justice, la prévalence de l’arbitraire politique, la vénalité de l’administration publique et la clientélisation des droits sont les indicateurs de la mort clinique. Le Liban est désormais une fiction juridique, comme ne cessent de le prouver la mort effective de sa souveraineté et la transformation de ses territoires en théâtres opérationnels pour des querelles de puissance ou de criminalisation de la vie politique. L’inconsistance de notre politique étrangère est le revers de notre inconsistance étatique, comme l’exprime si bien l’adage diplomatique français “on a la politique extérieure de sa politique intérieure”. L’ébruitement de la vie politique, ainsi que la diplomatie des voyages improvisés et le positionnement à travers les axes mutants d’une région en pleine convulsion, sont symptomatiques d’une entropie qui ne cesse de gagner du terrain et d’une absence de repères.
Les manœuvres dilatoires ne peuvent pas se prolonger indéfiniment si l’on veut une solution concrète à des enjeux réels. La non-finalisation de l’accord-cadre finira par sceller la désagrégation du pays. En réalité, le Hezbollah et la politique de domination chiite dans ses multiples composantes ne sont que les métonymies d’une politique de subversion iranienne à l’œuvre. La tentative ultime de sauvetage tentée par la politique de puissance iranienne finira par tourner court dès lors que l’enrayage de la dynamique de contrôle impériale est désormais irréversible, quelles que soient les conjectures.
La “ruse de la raison” (List der Vernunft) suggère que cette lame de fond se réinventera à travers les trappes d’une malédiction, où un impérialisme en cache un autre, et une dictature en dissimule une autre. L’ensauvagement des relations entre des soi-disant États de la région se rapporte aux rapports de force mutants, à la fragilité des États et à la violence originaire à laquelle se rattache la notion politique dans cette partie du monde.
