‫اليونيفيل‬/رفع عددٌ من النواب اللبنانيين كتابًا إلى ‫الأمم المتحدة‬ يطالبون فيه بالتمديد لقوات الأمم المتحدة العاملة في جنوب لبنان (اليونيفيل) لفترةٍ إضافية. لكن الحقيقة التي لا يجوز تجاهلها هي أن هذه القوات موجودة على أرض لبنان منذ عام ١٩٧٨، أي منذ أكثر من ثمانيةٍ وأربعين عامًا، وقد فشلت حتى الآن في تحقيق كل المهام الأساسية التي أُنشئت من أجلها. ويكفي دليلًا على ذلك أن «حزب الله» استطاع، على مدى سنواتٍ طويلة، بناء ترسانةٍ عسكريةٍ ضخمة، فوق الأرض وتحتها، على امتداد ‫#الجنوب‬ وما بعده، وعلى مرأىً ومسمعٍ من هذه القوات، ومن دون أي اعتراضٍ أو إجراءٍ فعّالٍ يُذكر.
إن لبنان لا يحتاج إذًا إلى قواتٍ دوليةٍ فاقدة الصلاحيات ومنزوعة الأسنان، بل يحتاج إلى قوةٍ دوليةٍ تمتلك صلاحياتٍ تنفيذيةً كاملة، تعمل تحت الفصل السابع من ميثاق الأمم المتحدة، وتكون قادرةً على ردع كل من يعتدي على سيادة لبنان، مهما علا شأنه.
الخلاصة: فإمّا قواتٌ أممية تعمل تحت الفصل السابع، وإمّا قوةٌ دوليةٌ ضاربة بقيادة الولايات المتحدة، وإلّا يبقى الفراغ أفضل من قوةٍ شكلية.

UNIFIL/A number of Lebanese MPs submitted a letter to the United Nations requesting an extension of the mandate of the United Nations Interim Force in Lebanon (UNIFIL) for an additional period. However, the undeniable truth is that these forces have been present on Lebanese soil since 1978, for over forty-eight years, and have thus far failed to achieve any of the fundamental tasks for which they were established. Sufficient proof of this is that Hezbollah has been able, over many years, to build a massive military arsenal, both above and below ground, throughout southern Lebanon and beyond, in full view of these forces, without any objection or effective action whatsoever.
Lebanon therefore does not need toothless, powerless international forces, but rather an international force with full executive powers, operating under Chapter VII of the UN Charter, and capable of deterring anyone who violates Lebanon’s sovereignty, no matter how powerful.
In short: either UN forces operating under Chapter VII, or a powerful international force led by the United States; otherwise, a power vacuum is preferable to a merely symbolic force.
