Calls for calm in Lebanon as Bsharri killings raise fears of sectarian violence Najia Houssari/Arab News/July 02, 2023 BEIRUT: Tensions were running high in the northern Lebanese town of Bsharri on Sunday after a young man was shot dead by a sniper there on Saturday. Haitham Touk, 36, was shot dead near Qurnat As Sawda, or Black Peak, the highest point in Lebanon and the Levant. A second man, 50-year-old Malik Touk, was killed a few hours later as soldiers were combing the area in search of the sniper. Political and religious figures moved quickly to try and prevent any violent spillover from the killings. HIGHLIGHTS • Haitham Touk, 36, was shot dead near Qurnat As Sawda, or Black Peak, the highest point in Lebanon and the Levant. • A second man, 50-year-old Malik Touk, was killed a few hours later as soldiers were combing the area in search of the sniper. Caretaker Prime Minister Najib Mikati condemned the incident and said the perpetrators would be pursued and arrested. He also spoke to Army Commander Gen. Joseph Aoun as well as security and judicial authorities. Mikati stressed the “need for everyone to exercise wisdom and not to be drawn into any reactions, especially in this critical situation that we are living through.” He made the remarks during a call to Strida Geagea, a Bsharri politician and wife of the Lebanese Forces party leader Samir Geagea. The apparent lack of a motive for the shootings sparked suggestions they might have been intended to put pressure on the Lebanese Forces party, which is opposed to Hezbollah. There was also concern about attempts to intervene on the side of the people of Dennieh and build relationships with its politicians — who are allies of Hezbollah — to confirm that the strategic Qurnat As Sawda and the surrounding area belong to Dennieh district and not Bsharri district. Hezbollah sources denied any involvement in the killings. The party said it had taken precautionary measures to prevent any escalation of the situation and to control any interaction with its supportive environment, which is located close to Bsharri. Dennieh has a Sunni majority, while Bsharri area has a Maronite majority. Bsharri is considered a stronghold for the Lebanese Forces party and has two parliamentary deputies because it is the most populous in the district. A few hours after Haitham Touk was killed, a group of men from Bsharri headed to Qurnat As Sawda to retrieve his remains. But that coincided with an army operation to find the killer and other armed men stationed on the peak. It was at that time that Malik Touk was fatally shot. Parliament Speaker Nabih Berri urged Tripoli lawmaker Faisal Karami to “exercise wisdom” in dealing with the incident. He also urged the people of Dennieh not to be swayed by prejudice and rumors, and to wait for the whole story to be revealed. Grand Mufti Sheikh Abdul Latif Darian urged Karami to “contribute to calming the situation.” Maronite Patriarch Bechara Boutros Al-Rahi said in his Sunday sermon: “We rely on the army to impose security for the benefit of everyone and on the people of Bsharri to exercise self-restraint and leave the chronic dispute in Qurnat As Sawda in the hands of the judiciary.”Sheikh Ali Al-Khatib, the highest official religious authority in the Shiite community, called on “the wise and prudent to avert the sedition that we warn against.”He warned about Israel’s “targeting of Lebanon to sabotage it and drag it into the quagmire of sedition and disturbances.” Bsharri lawmaker William Touk accused “a lawless group that has been encroaching on our land for years with the aim of seizing it and attempting to lure us into an internal fight that we do not want with our people in Dennieh and Bqaa Safrine.”“Calling for self-restraint does not at all mean tolerance or compromise on the blood of the martyr, but rather means a commitment to our ethical and national values, and the insistence on taking our rights into our own hands in case of failure of the authorities and relevant agencies,” he said. The army said that Qurnat As Sawda was a military training zone and people had been warned against approaching it. Several people had been arrested and a number of weapons and ammunition had been seized, it added. Five people from Bsharri and several others from Dennieh were among those arrested, security sources said. Bsharri Mayor Freddy Kairouz told Arab News that civil peace in Lebanon could not be achieved on the spilled blood of “our town’s youth.” Qurnat As Sawda is located in an area of northern Lebanon that has not yet been delineated. Kairouz speculated that the killings might have been the result of “accumulated property disputes … and the failure of the Lebanese security forces and judiciary to resolve these disputes by demarcating the boundaries of the lands, as well as the armed lawlessness in these mountains.” “All of this contributed to the targeting of a young man who was in an area considered to be part of Bsharri. He was deliberately shot from behind at a distance of 1,000 meters.”The Bsharri municipality said the town would observe full mourning for the victims on Monday and that their funerals would be held at Our Lady of Bsharri Church.
Tension after 2 killed in area disputed by Bsharri, Dinniyeh residents Naharnet/July 02/2023 Two young men who hail from the northern region of Bsharri have been killed in the Qornet al-Sawda area, which is disputed by residents of Bsharri and Dinniyeh, triggering sectarian tensions and an intervention by the army. The two men have been identified as Haitham Tawk and Malek Tawk. An army statement said one of the young man was killed in a shooting in the area. The party called for “raising the voice of reason, calm and wisdom,” stressing “the need to rely on the state and its relevant security services to reveal the truth of what happened, and hand over the perpetrators to the concerned judiciary to impose the necessary penalties on them.” It also called for “addressing the reasons that led to the incident in order to cut off any premeditated attempts that may aim to stir-up the seeds of sedition.”

بشري تغلي: مقتل شابين وانتشار واسع للجيش ودعوات للتهدئة المدن/01 تموز/2023 في جريمة مروعة هزّت قضاء بشري شمال لبنان، سقط الشاب هيثم جميل طوق (38 عامًا) قتيلًا في ظروف غامضة في محيط القرنة السوداء قبل ظهر السبت، ثم قتل شاب آخر من آل طوق أيضًا بعد الظهر في المنطقة عينها، وهو مالك طوق في الخمسينات من عمره، أثناء توجه مجموعة مسلحة من بشري إلى مكان مقتل هيثم طوق استنكارًا للجريمة، حيث كان الجيش ينتشر هناك. وفي حديث لـ”المدن”، يصف الإعلامي والناشط السياسي رياض طوق الذي يتابع ميدانيًا ملابسات الجريمة في بشري، الوضع على الأرض بالمتشنج للغاية، وثمة حالة غضب عارمة في القضاء جراء مقتل شابين اثنين من العائلة نفسها. ويقول: “كل سنة، يتجدد نزاع على الأرض والمياه بين أهالي بشري والضنية، من دون أن يستجيب الجيش لمطلب وضع نقطة عسكرية. وبعد مقتل هيثم طوق، توجهت مجموعة مسلحة من بشري إلى مكان وقوع الجريمة، حيث كان ينتشر الجيش، وهناك أيضًا قتل مالك طوق، ونحن نطالب ببيان توضيحي من الجيش حول ظروف مقتله”. وتشير معلومات أولية لـ “المدن” إلى أن هيثم طوق حين قتل كان وحده، وسقط على إثر رصاصة قنص في ظهره. من جانبه، يقول رئيس اتحاد بلديات بشري ايلي مخلوف لـ”المدن”: “نحن نعمل على تهدئة النفوس إلى حين انتظار التحقيقات ونحن نؤمن بمسار التحقيقات في القضاء والجيش، وسنصد أي محاولات فتنة ومشاكل مع أهلنا في الضنية”. بيان تصعيدي للبلدية وفي بيان استنكاري وتصعيدي، قالت بلدية بشري: “إذا ظن أهل المكر والجبن أن جريمة اغتيال ابن بشري قد تمرّ وترهب أهل المكارم والشرف المقدمين والشجعان فقد خابوا لأننا وإن كنا قد ارتضينا الشرائع والقوانين والدولة مرجعا لتكريس حقنا بالأرض، فلن يتمكّن من اختار شريعة الغاب أن يرهبنا، ولا يظنّ أنّه حين سكت أهل الحق عن الباطل توهم أهل الباطل أنهم على حق”.وأضافت البلدية في بيانها: “الواقعة وقعت ونفّذ شذاذ الأرض وعصابات القتل تهديداتهم عن سابق تصور وتصميم بإقدامهم بكل دم بارد على اغتيال ابن بشري الشهيد هيثم طوق برصاص القنص الجبان في منطقة القرنة السوداء، أرض بشري ونطاقها الجغرافي والتاريخي المكرس قانونًا”. كما طالبت “السلطات الأمنية والقضائية التي تخاذلت عن احقاق الحق وماطلت وسوفت عن تحديد الحدود وتكريس النطاق الجغرافي المعروف أنه لبلدة بشري في القرنة السوداء أن تبادر إلى توقيف المجرمين وسَوقهم الى العدالة”. بيان الجيش وليلًا، أصدرت قيادة الجيش ــ مديرية التوجيه البيان الآتي:”بتاريخ 1 / 7 / 2023، تعرض أحد المواطنين لإطلاق نار في منطقة القرنة السوداء مما أدى إلى مقتله، كما قتل لاحقا مواطن آخر في المنطقة عينها. ونفذ الجيش انتشارا في المنطقة ويعمل على متابعة الموضوع لكشف ملابساته، كما أوقف عددا من الأشخاص وضبط أسلحة حربية وكمية من الذخائر”. وأضاف: “لما كانت قيادة الجيش حذرت في بيان سابق بتاريخ 2023/6/12 المواطنين من الاقتراب من منطقة التدريب العسكرية في القرنة السوداء، تعيد التشديد على عدم اقتراب المواطنين كافة من هذه المنطقة تحت طائلة المسؤولية وحفاظا على سلامتهم ومنعا لوقوع حوادث مماثلة”. خلاف تاريخي الخلاف تاريخي بين قضائيّ بشري والضنيّة، حول “ترسيم” الحدود بينهما في منطقة القرنة السوداء، ويتخذ بُعدًا طائفيًا (إسلاميًا – مسيحيًا). وفي سنة 1998، أصدرت وزارة البيئة قرارًا رسميًا، بتوقيع من الوزير أكرم شهيب، يصنف جبل المكمل – القرنة السوداء، من المواقع الطبيعية الخاضعة لحماية وزارة البيئة، ويحظر فيه جميع أنواع الحفر التي تهدف لاستغلال مياه الأمطار والثلوج على ارتفاع أكثر من 2400 متر. وفي ظل الصراع على كميات المياه في هذه المنطقة المتنازع عليها، يصرّ كل من أهالي بشري والضنية على ملكيته للأراضي المتنازع عليها في القرنة السوداء، وكلّ طرف يؤكد حجته استنادًا لوثائقه، من دون أن يُحسم هذا الخلاف التاريخي بعد. شجب واستنكار وفيما توجهت قوة كبيرة من الجيش إلى المنطقة، استنكرت بلدية بقاعصفرين الحادث، طالبة “عدم زجّ اسم منطقة الضنية عمومًا وبقاعصفرين خصوصًا به، لما له من تداعيات خطيرة”. وأضافت في بيان: “نضع ثقتنا الكاملة بالأجهزة الأمنيّة والجيش اللبناني والقضاء المتخصّص من أجل العمل على تطبيق القانون وجلاء الحقيقة ووأد الفتنة”. من جانبها، أكدت النائبة ستريدا جعجع أنّ “الجريمة النكراء وقعت في وضح النهار، ولا يمكن أن يكون الحلّ إلّا بإحقاق الحق وسوق المجرمين إلى العدالة”، داعية أهالي بشري إلى “التحلي بالصبر والهدوء بانتظار انتهاء التحقيقات وجلاء الحقيقة”. كما تابع رئيس حكومة تصريف الأعمال نجيب ميقاتي تفاصيل الجريمة، فاتصل بقائد الجيش جوزيف عون وبالمراجع الأمنية والقضائية المختصة، وقال بأن “هذه الحادثة مدانة وستتم ملاحقة مرتكبيها وتوقيفهم ليأخذ القانون مجراه وليكونوا عبرة لغيرهم”. وشدد في اتصال مع النائبة جعجع على “ضرورة تحلّي الجميع بالحكمة وعدم الانجرار إلى ردود فعل، في هذا الظرف الدقيق الذي نعيشه”. ودعا النائب فيصل كرامي إلى “تحكيم العقل والضمير في هذه المسألة وفي كل ما يتصل بالأمن والاستقرار الاجتماعيين”. من جانبه، قال النائب ويليام طوق إن “هذه الجريمة الشنيعة لم يُنَفذها مسلّحون مجهولون، بل قناصون غادرون يتربصون في نطاق أرضنا في “قمة الشهداء” بقصد الاستيلاء عليها”. وأضاف: “أمام قدسية دماء شهيدنا البطل الذي سقط عن طريق الغدر الجبان ندعو كافة أهل بشري والجبة وشبابها إلى وجوب ضبط النفس وعدم الانزلاق إلى فخ القتال ونحن لن نرضى بأقل من التوقيف الفوري لكافة المسلحين المتربصين في أرضنا وإنزال اشد العقوبات بهم ومن يقف وراءهم”. واتصل النائب أشرف ريفي برئيس حزب القوات اللبنانية سمير جعجع، وقال في بيان: مستشفى بشري الحكومي حيث جثة القتيل الأول هيثم، لمتابعة التحقيقات على أن تنتقل لاحقا الى مستشفى السيدة في زغرتا حيث نُقلت جثة القتيل الثاني مالك، مع الإشارة إلى أن النائبة العامة الاستئنافية في الشمال القاضية ماتيلدا توما كانت باشرت باتخاذ الإجراءات القضائية اللازمة فور شيوع خبر جريمة القتل قنصًا.
بشرّي ضحية السلاح المتفلّت… وتحذيرات من فتنة مدبّرة للمنطقة نداء الوطن/02 تموز/2023 يكاد لا يمرّ يوم من دون سقوط ضحايا للسلاح المتفلّت في لبنان، فيما تقف الدولة عاجزة عن وضع حدّ لهذا القتل العشوائي المتنقّل بين المناطق كافة. وهذه المرّة حطّ مسلسل الجرائم رحاله في مدينة بشرّي التي فُجعت بمقتل ابنها هيثم طوق على أيدي قنّاصة مجهولين، في محيط القرنة السوداء قبل ظهر السبت، ليعلن الجيش اللبناني مساء العثور على جثة الشاب مالك طوق في المنطقة عينها، مشيراً الى أنّه نفّذ انتشاراً واسعاً و”يعمل على متابعة الموضوع لكشف ملابساته، كما أوقف عدداً من الأشخاص وضبط أسلحة حربية وكمية من الذخائر”. وفيما شهدت المنطقة طوال نهار السبت، حالاً من الغضب في صفوف الأهالي، ندّدت النائب ستريدا جعجع، بهذه الجريمة النكراء التي وقعت في وضح النهار، وطالبت بالعمل على اعتقال المجرمين وسوقهم إلى العدالة، مناشدةً أهالي بشري، “التحلّي بالصبر والهدوء بانتظار جلاء الحقيقة وإحقاق الحق”. كما استنكر النائب ملحم جبران طوق هذه الفاجعة التي نفّذتها “جماعة متفلّتة تتمادى منذ سنوات في استباحة أرضنا ومحاولة استدراجنا الى قتال داخلي نحن لا نريده مع أهلنا في بقاعصفرين”، داعياً جميع أهالي بشري والجبّة وشبابها “إلى وجوب ضبط النفس وعدم الانزلاق إلى فخ القتال”. هذه الجريمة استدعت سلسلة اتّصالات أجراها رئيس حكومة تصريف الأعمال نجيب ميقاتي بقائد الجيش جوزاف عون والمراجع الأمنية والقضائية المختصة، إضافة الى النائبة جعجع، مؤكّداً أنّ “هذه الحادثة مدانة وستتم ملاحقة مرتكبيها وتوقيفهم ليأخذ القانون مجراه وليكونوا عبرة لغيرهم”، مشدّداً على “ضرورة تحلّي الجميع بالحكمة وعدم الانجرار الى أي ردّات فعل”. بدوره اتّصل النائب أشرف ريفي برئيس حزب “القوات اللبنانية” سمير جعجع، وتوافقا على أنّ الأولوية لتحقيق العدالة، ولعدم استباق التحقيق قبل جلاء الأمر. وقد اعتبر ريفي أنّ هذه الجريمة مشبوهة، مبدياً خشيته من فتنة مدبّرة للمنطقة.

A week after the incident of shooting at several shepherds, resulting in the death of livestock in the same location, the body of a young man identified only by his initials as H.T. was found dead on Saturday morning in the area of Al-Shihin, in the vicinity of Qornet al-Sawda. According to security information, a group of young men headed through Dinnieh to the area on Friday night.
