لقد شخّص السفير طوم باراك المشكلات التي تواجه لبنان بشكل صحيح، والتي تعكس الوضع الراهن الخطير. ومع ذلك، فإن خطته المقترحة للخلاص غير واقعية. إن خلاص لبنان لا يمكن أن يأتي من داخل النظام اللبناني الحالي، أو من سياسييه الفاسدين، أو من الأحزاب السياسية “الذمّية”.ويُعزى ذلك إلى الحقيقة التي لا يمكن إنكارها وهي أن لبنان، منذ سبعينيات القرن الماضي، قد جُرّد بشكل منهجي من سيادته، ووكان ولا يزال بشكل كامل تحت سيطرة قوى خارجية وداخلية متعاقبة:
أولاً، عصابات عرفات.
ثم، الاحتلال السوري.
ومنذ عام 2005، وحتى يومنا هذا تحت الهيمنة الكاملة لحزب الله، الوكيل الإرهابي-الجهادي الإيراني.
الحل الوحيد القابل للتطبيق: تدخل الأمم المتحدة والان لبنان دولة فاشلة ومارقة ووضعه تحت الوصاية الدولية الكاملة
يجب أن يأتي الحل بالتالي من خلال عمل خارجي وحاسم من قبل المجتمع الدولي.
إن المسار الواقعي الوحيد للخلاص هو أن يتم إعلان لبنان دولة فاشلة، وبالتالي تصنيفه كدولة مارقة. يجب على المجتمع الدولي بعد ذلك أن يسمح للأمم المتحدة (UN) بالسيطرة على البلاد ووضعها تحت الفصل السابع من ميثاق الأمم المتحدة لفترة انتقالية.
ستكون ولاية الفصل السابع هذه ضرورية من أجل:
تنفيذ كل القرارات الدولية 1559 و1701 و1680 والدستور اللبناني واتفاقية وقف اطلاق النار الخيرة.
إعادة بناء مؤسسات الدولة لتكون خالية من الفساد والسيطرة الخارجية.
إعادة تأهيل الشعب اللبناني ليتمكن من حكم نفسه بفاعلية واستقلالية مرة أخرى.

Ambassador Tom Barrack has correctly diagnosed the problems plaguing Lebanon, which reflect the grave and undeniable status quo. However, his proposed plan for salvation is unrealistic.
The salvation of Lebanon cannot come from within the current Lebanese regime, its corrupt politicians, or the politically subservient (“dhimmitude”) parties.
This is due to the undeniable fact that Lebanon, since the 1970s, has been systematically stripped of its sovereignty and was and remains completely under the control of successive external and internal forces:
First, the Arafat gangs.
Then, the Syrian occupation.
And, since 2005, and continuing to this day, under the full hegemony of Hezbollah, the Iranian terrorist-jihadist proxy.
The Only Viable Solution: UN Intervention and Full International Guardianship
The solution must therefore materialize through external and decisive action by the international community.
The only realistic path to salvation is for Lebanon to be declared a failed state and, accordingly, designated a rogue state, and placed under full international guardianship. The international community must then enable the United Nations (UN) to take over and place the country under Chapter VII of the UN Charter for a transitional period.
This UN Chapter VII mandate would be essential to:
Implement all relevant international resolutions (1559, 1701, 1680), the Lebanese Constitution, and the latest ceasefire agreement.
Reconstruct the state institutions free from corruption and external control.
Rehabilitate the Lebanese people to empower them to govern themselves effectively and independently again.

U.S. envoy Tom Barrack said Saturday that Lebanon is a “failed state” and urged its leadership to move more quickly in addressing Hezbollah’s weapons issue. Speaking at the International Institute for Strategic Studies (IISS) Manama Dialogue 2025, Barrack noted that while Lebanon’s leadership “remains steadfast,” it has not made sufficient progress in curbing Hezbollah’s military influence. He also said that Israel is ready to reach a border agreement with Lebanon, adding that it is unreasonable for there to be no dialogue between the two countries. The U.S. envoy also stated that Israel may respond in Lebanon depending on developments.

إدّعى المبعوث الأميركي توم برّاك، اليوم السبت، أنّ لبنان دولة فاشلة تعاني من أزمات سياسية واقتصادية عميقة، مشيراً إلى أنّ الجيش اللبناني يواجه نقصاً حاداً في الموارد المالية والبشرية. وفي كلمته خلال منتدى حوار المنامة، قال برّاك إنّ “حزب الله يجني أموالاً تفوق مخصصات الجيش اللبناني”، معتبراً أنّ ذلك يعكس اختلال التوازن داخل البلاد. وأضاف أنّ القطاعات والمصارف اللبنانية تعاني من مشاكل هيكلية خطيرة، مشيراً إلى أنّ الوضع الاقتصادي يزداد تعقيداً دون إصلاحات فعلية. وفي ما يتعلق بالملف الحدودي، كشف برّاك أنّ إسرائيل مستعدة للتوصل إلى اتفاق حدودي مع لبنان، لكنه رأى أنّه “من غير المعقول ألا يكون هناك حوار مباشر بين الجانبين”.
كما حذر من أنّ آلاف الصواريخ المنتشرة في جنوب لبنان ما زالت تشكّل تهديداً حقيقياً لإسرائيل، داعياً إلى تفاهمات تضمن الأمن والاستقرار على جانبي الحدود. وختم بالتأكيد على أنّ “إسرائيل قد تردّ داخل لبنان وفقاً للتطورات”، مشدداً على أنّ القيادة اللبنانية صامدة لكنها بحاجة إلى التقدّم بسرعة نحو حصر سلاح حزب الله، معتبراً أنّ استمرار القصف الإسرائيلي اليومي على الجنوب يأتي نتيجة بقاء هذا السلاح خارج سلطة الدولة.
