بهدف التعريف بتفاهم نيسان 1996الذي أكد على الدور الأساسي للدولة اللبنانية وحق لبنان بتحرير اراضيه التي احتلتها اسرائيل والذي شرعن المقاومة ننشر النص الرسمي الكامل لتفاهم نيسان 1996 :
“تفهم الولايات المتحدة ان بعد محادثات مع حكومتي اسرائيل ولبنان وبالتشاور مع سوريا يضمن لبنان واسرائيل الآتي:
1-ألا تنفذ الجماعات المسلحة في لبنان هجمات بصواريخ كاتيوشا او باي نوع من الاسلحة على اسرائيل.
2-ألا تطلق اسرائيل والمتعاونون معها النار بأي نوع من الاسلحة على مدنيين او اهداف مدنية في لبنان.
3-اضافة الى ذلك يلتزم الطرفان ضمان الا يكون المدنيون في اي حال من الاحوال هدفا لهجوم والا تستخدم المناطق المأهولة بالمدنيين والمنشآت الصناعية والكهربائية كمناطق لشن هجمات منها.
4-ومع عدم انتهاك هذا التفاهم فليس هناك فيه ما يمنع اي طرف من ممارسة حق الدفاع عن النفس.
5-تشكل مجموعة مراقبة تضم الولايات المتحدة وفرنسا وسوريا ولبنان واسرائيل. وستكون مهمتها مراقبة تنفيذ التفاهم المنصوص عليه اعلاه.
6-تقدم الشكاوي الى مجموعة المراقبة. وفي حالة الزعم بحدوث انتهاك للتفاهم يتقدم الطرف صاحب الشكوى بها في غضون 24 ساعة. وتحدد مجموعة المراقبة اجراءات التعامل مع الشكاوى.
7-تنظم ايضا الولايات المتحدة مجموعة استشارية تضم فرنسا والاتحاد الاوروبي وروسيا واطرافا مهتمة اخرى بهدف المساعدة في توفير احتياجات الاعمار في لبنان.
8-من المسلم به ان التفاهم لانهاء الازمة الراهنة بين لبنان واسرائيل لا يمكن ان يحل محل تسوية دائمة. والولايات المتحدة تدرك اهمية تحقيق سلام شامل في المنطقة. ولتحقيق هذه الغاية تقترح الولايات المتحدة استئناف المفاوضات بين سوريا واسرائيل وبين لبنان واسرائيل في موعد يتم الاتفاق عليه بهدف التوصل الى سلام شامل. وتدرك الولايات المتحدة انه من المرغوب فيه اجراء هذه المفاوضات في مناخ من الاستقرار والهدوء.
9-يعلن هذا التفاهم في وقت واحد الساعة 18.00 في 26 نيسان 1996 في كل الدول المعنية. والوقت المحدد لسريانه هو الساعة 4.00 يوم 27 نيسان 1996.

Nissan Israel-Lebanon Ceasefire Agreement

The United States understands that after discussions with the governments of Israel and Lebanon, and in consultation with Syria, Lebanon and Israel will ensure the following:
Armed groups in Lebanon will not carry out attacks by Katyusha rockets or by any kind of weapon into Israel.
Israel and those cooperating with it will not fire any kind of weapon at civilians or civilian targets in Lebanon.
Beyond this, the two parties commit to ensuring that under no circumstances will civilians be the target of attack and that civilian populated areas and industrial and electrical installations will not be used as launching grounds for attacks.
Without violating this understanding, nothing herein shall preclude any party from exercising the right of self-defense.
A monitoring group will be established consisting of the United States, France, Syria, Lebanon and Israel. Its task will be to monitor the application of the understanding stated above. Complaints will be submitted to the Monitoring Group. In the event of a claimed violation of the understanding, the party submitting the complaint will do so within 24 hours. Procedures for dealing with the complaints will be set by the Monitoring Group. The United States will also organize a Consultative Group, to consist of France, the European Union, Russia and other interested parties, for the purpose of assisting in the reconstruction needs of Lebanon.
It is recognized that the understanding to bring the current crisis between Lebanon and Israel to an end cannot substitute for a permanent solution. The United States understands the importance of achieving a comprehensive peace in the region. Toward this end, the United States proposes the resumption of negotiations between Syria and Israel and between Lebanon and Israel at a time to be agreed upon, with the objective of reaching comprehensive peace. The United states understands that it is desirable that these negotiations be conducted in a climate of stability and tranquility.
This understanding will be announced simultaneously at 1800 hours, April 26, 1996, in all countries concerned. The time set for implementation is 0400 hours, April 27, 1996.

Israeli-Lebanese Ceasefire Understanding

The Israeli-Lebanese Ceasefire Understanding (also known as The Grapes of Wrath Understandings and the April Understanding) was an informal written agreement between Israel and Hezbollah, reached through the diplomatic efforts of the US, which ended the 1996 military conflict between the two sides. The agreement was announced at 18:00 on April 26, 1996.

Under the terms of the agreement, both sides agreed to end cross-border attacks on civilian targets, as well refrain from using civilian villages to launch attacks. The Monitoring Committee for the Implementation of the Grapes of Wrath Understandings was set up, comprised of representatives from the US, France, Syria, Israel and Lebanon. The committee convenes to monitor and discuss infringements of the understandings by the two sides.

Full Text of the Agreement
The full text of the agreement and adjoining letter from US secretary of state Warren Christopher is as follows:

Following is the text of a letter written by U.S. Secretary of State Warren Christopher to Israeli Prime Minister Shimon Peres on 30 April 1996:

Dear Mr. Prime Minister:

With regard to the right of self-defense referred to in the Understanding dated April 26, 1996, the United States understands that if Hizballah or any other group in Lebanon acts inconsistently with the principles of the Understanding or launches attacks on Israeli forces in Lebanon, whether that attack has taken the form of firing, ambushes, suicide attacks, roadside explosives, or any other type of attack, Israel retains the right in response to take appropriate self-defense measures against the armed groups responsible for the attack.

With regard to the prohibitions on the use of certain areas as launching grounds for attacks, the United States understands that the prohibition refers not only to the firing of weapons, but also to the use of these areas by armed groups as bases from which to carry out attacks.

إن المقاومة حقٌ لكل مواطن وواجب عليه حتى تحرير أرضه من المحتل أو حقه المغتصب.
وتكتسب المقاومة مشروعيتها من هذين الهدفين الساميين، وتفتقدهما إذا ما تحوّلت عنهما لأهداف أخرى.
والمقاومة بطبيعتها هي حرب الضعيف ضدّ القوي، وهي حرب الإنسان ضدّ الآلة وتتطلب الكثير من التضحيات لتفتح الطريق أمام الحلول المقبولة والمتوازنة، من خلال التفاوض بين الأطراف المتصارعة.
ومع عملية عناقيد الغضب توصّلت الولايات المتحدة مع فرنسا وإيران وسوريا ولبنان وبموافقة حزب الله إلى اتفاق عُرف بتفاهم نيسان.
يعطي الاتفاق في بنده الأول إسرائيل الأمن الشامل والكامل على أرضها ويجعلها محرمة على المجموعات المسلحة قصفاً واجتيازاً. وبالرغم من أن نصوصه تتكلم عن أمن السكان اللبنانيين، فإن شيئاً من هذا ليس مضموناً لأن الأرض اللبنانية أصبحت بموجب هذا الإتفاق ساحة للعمليات الحربية، والخطر يتهدد فيها كل مقيم ومتجول.
رجال ونساء وأطفال يخرجون صباحاً من منازلهم ولا يعودون إليها، يموتون على الطرقات وما الفرق إذا قضوا برصاصة أو بشظية أو بعبوة.
أما الجدل حول هويتهم الوطنية إذا ما كانوا عملاء أو مقاومين، ليس سوى ملهاة تزيد البلبلة والقلق والفراغ في العقول والمنازل.
ما همّناّ من اشترك في وضع التفاهم – الإتفاق فالأطراف أصحاب العلاقة هم اللبنانيون والإسرائيليون.
والتساؤل الذي يفرض نفسه علينا وعلى كل لبناني هو: كيف تفاوض المقاومة عدوّها وتقبل بشروطه فتصبح مقاومة بالتراضي، كما أنها تعطيه أمناً كاملاً على أراضيه وتجعل من أراضيها جهنماً كاملة؟
شمال إسرائيل يعمر ويزدهر، وجنوب لبنان يُقفر ويفتقر، فعلى من تدور المؤامرة ومن هم أبطالها؟ ولمصلحة من أن يبقى الفتيل مشتعلاً؟”

The April Understanding and Resistance With Compliance

Resisting occupation is a legitimate right and a patriotic obligation for each and every citizen struggling to free both his occupied land and his confiscated freedom from the occupiers. Resistance based on these two golden principles is fully legitimate; but with the same token it loses this legitimacy if allowed to deviate from its aims and objectives.
Resistance in its essence is the struggle of the weak against the strong, and the striving of man against machine. Resistance requires a great deal of sacrifices to pave the way for acceptable and balanced negotiations between any parties in conflict.
After the Israeli “Grapes of Wrath” campaign against Lebanon in April 1996, the United States, France, Lebanon, Syria, Israel and Iran, with the compliance of Hizbollah, reached a ceasefire agreement known as the “April Understanding.” This agreement speaks about the safety of the Lebanese residents but does not provide any guarantees for those residents. This agreement has made the Lebanese soil an arena for military operations, thus endangering the lives of all Lebanese residents, whether in their homes or on the roads.
Lebanese men, women and children in South Lebanon leave their homes every morning heading to their fields, work places and schools. Many of them never succeed to make it back. These innocent victims are killed on the roads, their deaths a result of roadside bombs, explosions, rockets, and bullets. Arguments focusing on the “national identity” of these South Lebanese residents and whether they are nationalists, collaborators or resistant elements, is in fact a futile argument. It only escalates the levels of anxiety and confusion, and increases the emptiness in both domiciles and minds.
We do not care which countries or powers have participated in reaching the April Understanding. Why? Because it remains the sole concern of both the Lebanese and the Israelis. Accordingly, one urgent question jumps to our minds: Why has the resistance negotiated with the enemy and accepted his conditions rendering its resistance…. resistance with compliance, giving the occupier comprehensive peace and security on his soil, while turning its own into a killing field?
Northern Israel is progressing, growing and blooming, while South Lebanon is losing its original residents and becoming poorer and poorer! Who does the conspiracy target? Who are its heroes? And for whose interests does the war continue and flare?
