He who supplies seed to the sower and bread for food
will supply and multiply your seed for sowing and increase the harvest of
your righteousness.
Second Letter to the Corinthians 09,01a/.05-15/"Now it is not necessary for
me to write to you about the ministry to the saints, So I thought it
necessary to urge the brothers to go on ahead to you, and arrange in advance
for this bountiful gift that you have promised, so that it may be ready as a
voluntary gift and not as an extortion. The point is this: the one who sows
sparingly will also reap sparingly, and the one who sows bountifully will
also reap bountifully. Each of you must give as you have made up your mind,
not reluctantly or under compulsion, for God loves a cheerful giver. And God
is able to provide you with every blessing in abundance, so that by always
having enough of everything, you may share abundantly in every good work. As
it is written, ‘He scatters abroad, he gives to the poor; his righteousness
endures for ever.’ He who supplies seed to the sower and bread for food will
supply and multiply your seed for sowing and increase the harvest of your
righteousness. You will be enriched in every way for your great generosity,
which will produce thanksgiving to God through us; for the rendering of this
ministry not only supplies the needs of the saints but also overflows with
many thanksgivings to God. Through the testing of this ministry you glorify
God by your obedience to the confession of the gospel of Christ and by the
generosity of your sharing with them and with all others, while they long
for you and pray for you because of the surpassing grace of God that he has
given you. Thanks be to God for his indescribable gift!'
The Son of Man is going to be betrayed into human hands
Luke 09/37-45: "On the next day, when they had come down from the mountain,
a great crowd met him. Just then a man from the crowd shouted, ‘Teacher, I
beg you to look at my son; he is my only child. Suddenly a spirit seizes
him, and all at once he shrieks. It throws him into convulsions until he
foams at the mouth; it mauls him and will scarcely leave him. I begged your
disciples to cast it out, but they could not.’ Jesus answered, ‘You
faithless and perverse generation, how much longer must I be with you and
bear with you? Bring your son here. ’While he was coming, the demon dashed
him to the ground in convulsions. But Jesus rebuked the unclean spirit,
healed the boy, and gave him back to his father. And all were astounded at
the greatness of God. While everyone was amazed at all that he was doing, he
said to his disciples, ‘Let these words sink into your ears: The Son of Man
is going to be betrayed into human hands.’But they did not understand this
saying; its meaning was concealed from them, so that they could not perceive
it. And they were afraid to ask him about this saying."

Nasrallah Says Israel
in 'Direct Combat' with Iran after Syria Raid
Agence France Presse/Associated Press/Naharnet/April 13/18/Israel's strike
on a Syrian airbase this week has put it in direct confrontation with
regional foe Iran, Hizbullah chief Sayyed Hassan Nasrallah said Friday. "The
Israelis committed a historic mistake... and put themselves in direct combat
with Iran," Nasrallah warned in a televised address on the parliamentary
elections. Seven Iranian personnel were killed in Monday's strike. "This is
unprecedented in seven years (of war in Syria): that Israel directly targets
Iran's Revolutionary Guard," Nasrallah said. He added that the "targeted
killing" of Iranians was an act of "grave foolishness." "This is a turning
point for the region, and what came before is not what will come after,"
Nasrallah warned. Israel is believed to have carried out numerous raids
inside Syria since 2013 but it rarely admits to them publicly. It declined
to comment on accusations by the Syrian government and ally Russia that
Israeli forces were behind the T-4 strike. Russian, Iranian and Hizbullah
fighters have a presence at the base, according to the Britain-based Syrian
Observatory for Human Rights. The Observatory said a total of 14 fighters,
including Iranians, died in the strike. Moscow has said no Russians were
killed in the attack. Turning to the standoff over the suspected Syria
chemical attack, Hizbullah's leader said addressing U.S. President Donald
Trump: "Your tweets do not scare us.""With such a (U.S.) president and such
an administration, we have to worry and prepare for all scenarios,"
Nasrallah said. "Trump and his administration and intelligence as well as
the entire world must know that all these tweets and Hollywoodish threats
have not scared and will not scare Syria, Iran, Russia, the resistance
movements or the region's people," the Hizbullah leader stressed. He also
said there is no proof and no logic to accusations that the Syrian
government used chemical weapons in Douma. "Someone who is cornered might
use chemicals, but why would a victor need to?" Nasrallah said. He added:
"We condemn the use of chemical weapons, which is a war crime, but what
happened in Douma was a farce."
Separately, Nasrallah reminisced the period during Prime Minister Saad
Hariri's resignation ordeal. He said that Saudi minister Thamer al-Sabhan
had sought to "spark civil war in Lebanon through the detention of the
Lebanese premier." "Some in Lebanon were ready to go to that war," Nasrallah
added. As for the elections, Hizbullah's leader said "no party has the right
to monopolize Beirut.""The Beirut Unity list (of Hizbullah and its allies)
is not running in the parliamentary elections to usurp Beirut's decision as
al-Mustaqbal (Movement)'s list is claiming. Those who will elect it are the
people of Beirut," Nasrallah emphasized.
Mustaqbal Supporters Clash with Zuheiri's Bodyguards in
Barbir
Naharnet/April 13/18/A clash erupted Friday in Beirut's Barbir area between
supporters of al-Mustaqbal Movement and the bodyguards of the businessman
Raja al-Zuheiri, who is running for the Druze seat in Beirut's second
electoral district. Zuheiri is a member of the Beirut Dignity electoral
list, which is led by former judge Khaled Hammoud. Al-Jadeed television said
the clash broke out as Zuheiri was visiting a fellow candidate, Mohammed
Kheir al-Qadi, in Barbir's al-Arab neighborhood. “The clash involved gunfire
and witnesses from the area said it came from Zuheiri's bodyguards. Young
men from the area who support al-Mustaqbal Movement meanwhile encircled al-Qadi's
house and hurled stones and empty bottles at it,” al-Jadeed added. LBCI TV
said the clash erupted when Mustaqbal's supporters asked Zuheiri to leave
the neighborhood.
“Gunfire ensued, which prompted the army to intervene and evacuate Zuheiri
from the house he was hiding in,” LBCI added. Interior Minister Nouhad al-Mashnouq
meanwhile tweeted that he was following up on the incident with Army
Commander General Joseph Aoun and Internal Security Forces chief Maj. Gen.
Imad Othman. “Security is a red line and no one is above the law – neither
candidates nor their bodyguards,” Mashnouq added.
Israeli Drone in Akkar Overflight Similar to One that Preceded T-4 Strike
Agence France Presse/Naharnet/April 13/18/An Israeli reconnaissance drone
was on Friday conducting intensive overflights over the mountainous regions
of the northern Akkar province, the National News Agency said. “The drone
hovered at a high altitude over the same region that witnessed three days of
overflights last week, after which the Israeli enemy's warplanes targeted
Syria's T-4 airbase from Lebanon's airspace,” NNA added. Fourteen fighters
including seven Iranian revolutionary guards were killed in Monday's
early-morning strike on the T-4 airbase in Syria. Israel is believed to have
carried out numerous raids inside Syria since 2013 but it rarely admits to
them publicly, although it does say it wants to curb Iranian influence in
Syria. Lebanon has filed a U.N. complaint against Israel for violating
Lebanon's airspace to carry out the T-4 strike.
Israeli Force Tries to Nab Lebanese Shepherd
Naharnet/April 13/18/Israeli troops on Friday attempted to abduct a Lebanese
shepherd near the border, the Lebanese Army said.“At 3:00 pm, an Israeli
enemy foot patrol made an unsuccessful attempt to kidnap a Lebanese shepherd
in the Jabal al-Shahel area of the Shebaa Farms,” the Army Command said in a
statement. “The issue of this violation is being followed up with the United
Nations Interim Force in Lebanon (UNIFIL),” the statement added.
Mashnouq Meets Election EU Observer Team
Naharnet/April 13/18/Interior Minister Nouhad al-Mashnouq met on Friday with
the EU's head of mission for electoral monitoring Elena Valenciano, in the
presence of EU Ambassador Christina Lassen where talks focused on the
logistic and technical preparations for the parliamentary elections, the
National News Agency reported. For her part, Valenciano said more than 100
observers will monitor the elections, noting that a group of them will be
responsible for monitoring expatriates'voting across 10 EU countries on
April 29, including Switzerland.
The National Institute for Democracy, led by former US Secretary of State
Madeleine Albright, will also monitor the parliamentary elections through 30
observers who will be deployed in the 15 constituencies.
A team from the Arab League and another from the Arab Election Monitoring
Network are expected to observe the elections as well, while the Carter
Center will not be able to send observers, as it did back in 2009, for lack
of funding, said NNA. Lebanon will stage its first parliamentary elections
in nine years on May 6. The polls will be staged based on a complex
proportional representation system in 15 electoral districts.
Hariri Marks 43rd Civil War Anniversary
Naharnet/April 13/18/Prime Minister Saad Hariri marked on Friday Lebanon’s
43rd civil war anniversary saying "lessons must be drawn" that lack of
implementing legitimacy and disrespect for national coexistence are a “way
to hell”“April 13, 1975 was a black day that ignited strife among the
Lebanese and opened the doors wide for the State’s fall,” said Hariri in a
tweet. “This day must be remembered and lessons must be drawn that
overstepping legitimacy and national coexistence are only a door towards
hell,” he added. The Lebanese Civil War was a multifaceted civil war in
Lebanon, lasting from 1975 to 1990 and resulting in an estimated 120,000
fatalities. As of 2012, approximately 76,000 people remain displaced within
Lebanon. There was also an exodus of almost one million people from Lebanon
as a result of the war.
Report: Hariri, Bassil Expected in Separate 'Electoral'
Visits to South Lebanon
Naharnet/April 13/18/Prime Minister Saad Hariri and Foreign Minister Jebran
Bassil are expected to separately visit "Lebanon's southern border area," 24
days before the country's parliamentary elections start, in a bid to "garner
support" for their candidates running in the May 6 polls, al-Joumhouria
daily reported on Friday. "The visits have specific significance and bear
political connotations," said the daily, since it comes shorlty before the
elections. Hariri, head of al-Mustaqbal Movement, will head to the district
of Marjayoun-Hasbaya Friday afternoon to encourage people into voting for
Mustaqbal's candidate for the Sunni seat, Imad Khatib, in the southern
district of Shebaa, said the daily. Khatib is running on an electoral list
supported by Mustaqbal and the Free Patriotic Movement (led by Bassil) named
"South Deserves."It will be competing with AMAL and Hizbullah's "Hope and
Loyalty" list that includes MP Qassem Hashem. The second visit to the same
district, kept secret and far from the media, is Bassil's intended trip on
Saturday where he plans to inaugurate a new FPM office in the town of
Haboush – Nabatieh, said al-Joumhouria. He will later head to Marjayoun to
meet with FPM cadres and elements to garner support for the Movement's
candidates on a list that interludes Mustaqbal parliament hopefuls, it
concluded.
Mentally Troubled Mother Murders Daughter, Injures the Other
Naharnet/April 13/18/A mother of two who suffered from “mental health
disorders” has stabbed her two young daughters killing one of them in the
northern region of Wadi Khaled, the National News Agency reported on Friday.
The woman, who was identified by her initials as R.Aa, committed the crime
at 1:00 a.m. Friday in Jabal Mansoura-Mashta Hasan neighborhood. She stabbed
to death her six-year old daughter before trying to stab the other one, 9
years, in her neck, but the young girl managed to escape, said NNA.
Paramedics took the girl to the hospital and her condition was reported as
stable, said the agency. The woman has admitted to killing her daughter and
surrendered herself to the security services. NNA said, she suffers from
mental disorders and has tried to commit suicide previously.
Hezbollah: No 'Total
War' in Syria – 'Unless Trump and Netanyahu Lose Their Minds'
Reuters/Haaretz/ Apr 13, 2018 /'We rule out the situation developing into a
direct American-Russian clash or a wide state of war,' Hezbollah official
says
Lebanon's Iran-backed Hezbollah does not believe the latest Syria crisis
will spiral into a direct U.S.-Russia conflict or a wider all-out war, its
deputy leader said in comments published on Friday. The heavily armed
Shi'ite Hezbollah movement has been a vital military ally of Syrian
President Bashar Assad in the seven-year war. "We rule out the situation
developing into a direct American-Russian clash or a wide state of war,"
Sheikh Naim Qassem told Lebanese daily al-Joumhouria in an interview. "The
conditions do not point to a total war happening ... unless (U.S. President
Donald) Trump and (Israeli Prime Minister Benjamin) Netanyahu completely
lose their minds," he said. Trump has threatened strikes on Syria after a
suspected gas attack on a rebel-held town which a Syrian medical relief
group said killed at least 60 people, and a Russian envoy voiced fears of a
wider conflict between Washington and Moscow. Fears of confrontation between
Russia, the Syrian state's key ally, and the West ran high after Trump said
missiles "will be coming" and lambasted Moscow for standing by Assad. Trump
has tempered those remarks since and even as he consulted allies Britain and
France, there were signs of efforts to prevent the crisis from spiraling out
of control. The White House said "no final decision has been made" on Syria
after Trump met his national security team on Thursday.
Despite the Promises,
the Devil is in the Detail
Eyad Abu Shakra/Asharq Al Awsat/April 13/18
In the ‘CEDRE’ Conference in Paris aimed at rallying international support
for an investment program to boost the Lebanese economy, French President
Emmanuel Macron underlined the importance of “following up” the outcome.
Stressing that the outcome would be meaningless “unless radical changes”
take place in Lebanon; Macron added: “If we help Lebanon we will help the
region, and subsequently, help ourselves”.
This statement is very significant, more so when looking at the photo taken
for Macron with the Lebanese delegation attending ‘CEDRE’. The photo
included Prime Minister Saad Hariri, and ministers Ali Hassan Khalil (Amal
Movement), Jebran Bassil and Cesar Abi-Khalil (both from President Michel
Aoun’s Free Patriotic Movement) and Yusuf Fenianos (Marada Movement). The
four ministers represent political groups that support the Syrian regime.
Incidentally, this comes as the international community seems to disregard
what that regime has perpetrated for more than seven years, embarking on a
process of ‘rehabilitation’ after the completion of what remains of the
required ‘demographic engineering’ in Douma (greater Damascus), Al-Rastan
and Talbisah (Homs Province) and areas in the Golan heights and Hawran in
southern Syria.
Even Hariri - who since aligning himself with Aoun has regarded almost every
decision taken as an ‘achievement’ - has virtually become part of the
Lebanese ‘scenario’ integrated with the ‘Syrian settlement’. Indeed, by
agreeing on the electoral law favored by the Hezbollah-Aoun alliance, Hariri
opened the door, officially for Iran – the main sponsor of the Damascus
regime – and its henchmen to reclaim the political initiative in Lebanon.
Thus, the ‘reservations’ expressed by more than one participant in ‘CEDRE’
reflects the intention of ignoring the results of the Lebanese parliamentary
elections scheduled for May 6, and conceal the Tehran-Damascus axis’
expected gains.
Most observers believe that Hezbollah’s silence hides its satisfaction with
the outcome of the polls, especially when they come amid the liquidation of
the popular Syrian uprising after ‘besieging’ it with extremist
organizations that diverted it to give credibility to the accusations of
Damascus, Moscow and Tehran, to the uprising as being ‘Takfirist’ and
pro-ISIS.
‘CEDRE’ did not give Lebanon a ‘carte blanche’. The international donors did
not give the Lebanese unconditional financial support, but rather, insisted
on a ‘follow up’ mechanism to monitor the promised reforms. However, even
this mechanism remains part of the semi-concocted ‘reservations’ toward the
reality of the Lebanese situation; and since both the French president is
aware of the details, and so are the Americans, there seems to be a race
between the ‘solution’ and the impasse.
Such a race cannot be separated from the overall regional situation. We are
now at a crossroads of regional conflicts, extending from Iraq, to Syria and
Lebanon, to Yemen, and back to the occupied Palestinian territories.
In fact, there are signs of increased complications in Russian-American
means to resolve most Middle East issues. If Iran feels that it is now
well-placed to freely maneuver or impose its conditions, Turkey seems to
have gone to the opposite side, to its NATO position, allowing itself to
exchange tactical services with Russia, its ‘historic enemy’. This means
that Israel, which always benefits from its relations with both Washington
and Moscow, is the only regional player able to implement its own project
disregarding the current tension between the two major capitals.
Contrary to what some may think, Israel’s project is not limited to
finalizing the status of the occupied Palestinian territories and preparing
for their demographics, but also includes making official the deals and
tacit considerations between Tel Aviv and Damascus, and subsequently - in
the light of linking Lebanon with the ‘new Syria’ – between Tel Aviv and
Beirut. Furthermore, it has become obvious to serious observers that
bringing down the Damascus regime is not a priority for Israel; Had it been
so, Israel would have pushed for getting rid of it by major Western
capitals, mainly Washington, which for decades has been accusing it of
sponsoring terrorism.
Today, how Washington deals with Iran’s regional project, namely with
regards to the future of Syria and Lebanon, is a matter of utmost
importance. Also important is monitoring the cooperative and yet competitive
relations between Russia and Iran in Syria, and whether Washington and Paris
are willing to relinquish their ‘shares’ in Lebanon to Russia, after
peacefully coexisting with Iranian hegemony – through Hezbollah – over
Lebanon during the Barack Obama presidency.
Back to the ‘CEDRE’ conference in Paris, among the issues discussed was that
of Syrian refugees, which the Hezbollah-Aoun alliance raises from a
sectarian and antagonistic perspective each for its own interests. The
subject is also raised based on an economic and livelihood perspective by
some in the Sunni-inhabited areas which had welcomed the Syrian refugees,
leading to accusations of collusion with terrorism and ‘Takfir’.
What is taking place in Lebanon in order to speed up the imposition of the
‘status quo’ on Syria is to deprive the Syrian refugees of a nationalist and
Sunni embrace; and actually joint efforts are being exerted to that end,
supported by most major capitals, each for its own motives. On the other
hand, there has been a trend among the Lebanese Sunnis which has gone along
with this policy hoping it would rid them of the economic burden of the
displaced, improving the chances of winning and benefiting from foreign
money.
So, the May elections are an extremely important stage to all parties
although those expecting Lebanon to emerge with credible programs and
policies are not very optimistic.
The electoral alliances are interest-based, and the nature of the
proportional representation system of the elections law will cause further
fragmentation under the excuse of broadening the representation base. As a
result, the size of parliamentary blocs will not allow for any realistic
discussion on Hezbollah’s weapons, its relationship with the Lebanese state,
and how independent it would be from Tehran. Promises look nice, but the
devil is in the detail!

Berri on civil war anniversary: Civil peace and
national unity red line
Fri 13 Apr 2018/NNA - Marking the anniversary of the civil war, Speaker of
the House, Nabih Berri, stressed that all the Lebanese must draw a lesson
from 'April 13' that Lebanon's civil peace and national unity constitute a
red line.
Speaker Berri welcomed at his Mseileh residence Greek Orthodox Patriarch of
Antioch and all the East Yohanna X Yazigi, with talks reportedly touching on
affairs related to Lebanon and the broad region. On emerging, Patriarch
Yazigi categorically deplored the recent statements by the US president
regarding a strike on Syria, saying he pushes for a peaceful solution in
Syria, Lebanon and the entire region. He urged national unity in Lebanon,
Syria and the region as a whole, hoping that Lebanon's forthcoming
parliamentary elections would be staged successfully and peacefully. Berri
also met with former MP Nasser Qandil, with talks reportedly touching on
most recent developments in Lebanon and the broad region.
Hariri from Jdeidet Marjeyoun: Our program is
moderation and development
Fri 13 Apr 2018/NNA - The President of the Council of
Ministers Saad Hariri arrived this afternoon to Jdeidet Marjeyoun, the first
stop in his southern tour. Upon his arrival, a large rally was held, in the
presence of the Mufti of Hasbaya, Sheikh Hassan Dalla, Father John Azar,
representing Metropolitan Elias Kfoury, a number of clerics and members of
the municipal council and the candidate for the Sunni seat in the region
Imad al-Khatib.After a speech by the deputy mayor of Jdeidet Marjeyoun Sari
Golmie, welcoming the Prime minister, Hariri said: "I have the honor to be
with you here today in this beautiful area, which maintained its nature and
coexistence Our project is the state and its advancement to serve all
Lebanese all over Lebanon, especially in Marjeyoun and Jdeidet Marjeyoun.
The South is dear to us just as it was dear to Martyr Prime Minister Rafic
Hariri. We have great hope in all of you and to be together in these
elections because our program is one, which is Lebanon, the state,
coexistence, and moderation. You all know how much I worked on the issue of
moderation at a time when not many were listening. I continued because I
believe that this country can only continue with all the partners in it, all
the Muslims and all the Christians. God has blessed us in this country with
the existence of all these sects, we have to preserve it, and the only way
do so is by having a strong state, a strong army and security forces, and
moderation and affection among the Lebanese. Our program as Future movement
is clear. It is moderation, development, and building the country,
especially this area that has always resisted the enemy that invaded it and
that invaded Lebanon. The South stood and fought back, and we will continue.
Today the state is responsible of its citizens and the army is responsible
of the protection of all its citizens. Thank you all and we will meet soon,
on May 6th, and I want you to vote for the whole list and Imad Khatib is our
candidate here."

Haley Says U.S. Must
Act, but Not 'Rush' Decision on Syria
Agence France Presse/Naharnet/April 13/18/U.S. Ambassador Nikki Haley said
Friday there should be no rush to launch military action on Syria, but that
"at one point you have to do something." "You don't rush decisions like
this," Haley told reporters, adding that if there is haste "you make a
mistake."Haley spoke ahead of a Security Council meeting called by Russia to
discuss the threat of U.S.-led military action in Syria. President Donald
Trump is analyzing all the information and taking measures to avoid any
unwanted repercussions, she said. "We have to know that there is proof and
we have to know that we are taking every precaution necessary should we take
action," she said. Separate analyses by the United States, France and
Britain have concluded that a chemical attack took place on Saturday in the
rebel-held town of Douma, said Haley. The United States is consulting with
Britain and France about a joint military response to the attack in Douma
that medics and rescuers said left at least 40 people dead on Saturday.
Macron Tells Putin He Wants to 'Intensify' Syria
Dialogue
Agence France Presse/Naharnet/April 13/18/French President Emmanuel Macron
told his Russian counterpart Vladimir Putin during a telephone call Friday
that he wanted to "intensify" talks on bringing peace to Syria. "The
president of the Republic said he wanted the dialogue between France and
Russia to continue and intensify in order to bring peace and stability to
Syria," Macron's office said after the call, which came as the West ponders
possible strikes on Syria in retaliation for a suspected chemical attack.
Macron, who had made the use of chemical weapons a "red line" not to be
crossed, bemoaned Russia's use this week of its veto to block a U.N.
Security Council resolution on setting up an investigation into the attack
that would name those responsible. The veto had prevented a "united" front
on putting in place a mechanism "to prevent the regime being a repeat
offender," Macron said. He told Putin his priority in Syria was the "fight
against terrorism", easing the suffering of civilians and "kickstarting
negotiations on a credible and inclusive political process as soon as
possible." On Thursday, Macron said he had "proof" that Syrian President
Bashar al-Assad's regime had used chemical weapons in Saturday's attack on
Douma, the main city in the longtime rebel bastion of Eastern Ghouta, and
that the U.S. and France would response "in due course".But he also appeared
anxious to avoid a wider conflict, saying France would "in no way allow an
escalation."
U.N. Chief Warns Syria Tensions May Lead to 'Full-Blown
Military Escalation'
Agence France Presse/Naharnet/April 13/18/Increasing tensions between world
powers could lead to a "full-blown military escalation" in Syria, the U.N.
chief warned Friday. U.N. Secretary-General Antonio Guterres urged the
Security Council to "act responsibly in these dangerous circumstances."
Russia Accuses Boris Johnson of 'Distorting' OPCW
Findings on Skripals
Agence France Presse/Naharnet/April 13/18/Russia's Foreign Minister on
Friday accused his British counterpart of distorting the findings of the
world chemical watchdog's investigation into a spy poisoning the UK blames
on Moscow. "Already politicians like Boris Johnson are once again trying to
distort the truth and announce that the OPCW statement supports Britain's
conclusions without exception," Sergei Lavrov said.
Putin Warns Macron against 'Dangerous' Syria Actions
Agence France Presse/Naharnet/April 13/18/Russian President Vladimir Putin
on Friday warned his French counterpart Emmanuel Macron during a telephone
call against any "dangerous actions" in Syria, the Kremlin said. "The most
important thing is to refrain from ill-considered and dangerous actions that
would constitute a gross violation of the U.N. Charter and would have
unpredictable consequences," the office of the president said in a statement
after the call. Macron on Thursday said he had "proof" the Syrian regime had
used chemical weapons on the former rebel outpost of Douma and would
announce his response "in due course." "Vladimir Putin emphasized the
advisability of conducting a thorough and objective investigation, until the
completion of which it is not advised to voice any accusations against
anyone," the Kremlin statement said. Moscow has repeatedly claimed the
chemical attack was staged by rebels to provoke further intervention in the
conflict by the West.
Western Powers at U.N. Make Case for Military Action against Syria
Agence France Presse/Naharnet/April 13/18/The United States, Britain and
France made the case at the United Nations on Friday for military action
against Syria, saying President Bashar al-Assad's repeated use of chemical
weapons posed a threat to the world. U.S. Ambassador Nikki Haley said no
decision had been taken to launch strikes and stressed Washington was taking
time to assess the implications of possible military action after Russia
warned it could lead to a dangerous U.S.-Russian war. "Our president has not
yet made a decision about possible action in Syria," Haley told a Security
Council meeting. "But should the United States and our allies decide to act
in Syria, it will be in defense of a principle on which we all agree."
Citing U.S. estimates that Assad has used chemical weapons "at least 50
times" in the seven-year war, Haley said: "All nations and all people will
be harmed if we allow Assad to normalize the use of chemical weapons."The
United States is consulting with Britain and France about a joint military
response to an alleged toxic gas attack in the rebel-held town of Douma that
medics and rescuers said left at least 40 people dead on Saturday. "You
don't rush decisions like this," Haley told reporters ahead of the meeting -
the fourth on Syria at the council this week. Syria and Russia have denied
using poisonous gas in Douma on April 7, with Russian Foreign Minister
Sergei Lavrov saying that Moscow had evidence that the attack in Douma was
staged. A U.N.-led panel has determined that Assad's forces had used sarin
in the town of Khan Sheikhun last yaer and chlorine in at least three
attacks on villages in 2014 and 2015.
Intolerable threat to security
Echoing the U.S. stance, France said Assad's government had reached a "point
of no return" with repeated use of chemical weapons. "France will shoulder
its responsibility to end an intolerable threat to our collective security,"
said French Ambassador Francois Delattre, who called for an end to the
"chemical weapons escalation in Syria."Britain accused Russia of chipping
away at international norms on non-proliferation by supporting Assad. "We
will not sacrifice the international order we have collectively built to the
Russian desire to protect its ally at all costs," said Ambassador Karen
Pierce. By supporting Assad, Russia's actions are "prejudicial to our
security" and will let the Islamic State group "re-establish itself" -
something that "we believe we need to take action to defend," said Pierce.
The arguments put forward by the three allies were dismissed by Russia as a
pretext to advance the West's goal of overthrowing Assad and keeping
Moscow's influence in check. "The sole thing that they have an interest in
is to oust the Syrian government and to deter, contain the Russian
Federation," Ambassador Vassily Nebenzia told the council session. The
ambassador urged Britain, France and the United States "not to bring the
world to such a dangerous threshold." Russia has told the United States that
it will not allow its troops on the ground in Syria to be put at risk by
military action, even though the two countries have channels of
communication to avoid such a clash. The warning from Moscow came as United
Nations Secretary-General Antonio Guterres warned that increasing tensions
over Syria could lead to "full-blown military escalation."Guterres urged the
Security Council to "act responsibly in these dangerous circumstances."Syria
warned that it will have "no other choice" but to defend itself if the West
launches military action. "This is not a threat, this is a promise," Syrian
Ambassador Bashar Jaafari told the council.
Saudi Aims to Pressure Rival Iran at Arab League Summit
Agence France Presse/Naharnet/April 13/18/Saudi Arabia's push for a tough
stand against its arch-rival Iran is expected to dominate an Arab League
summit on Sunday as regional tensions grow over the wars in Syria and Yemen.
The fate of Jerusalem will also be on the summit's agenda, as the United
States prepares to move its embassy from Tel Aviv to the disputed city after
declaring it the capital of Israel. Saudi Arabia, which is hosting the
yearly summit in the Eastern Province city of Dhahran, is likely to seek
Arab support to pile the pressure on Iran, analysts say. "The Saudis are
going to push for a much harsher stance on Iran -- not necessarily on the
nuclear dossier per se, but on Iranian influence in the Arab countries,
particularly Iraq, Syria, Lebanon and Yemen," said Karim Bitar of the
Paris-based Institute of International and Strategic Affairs. Iran's
influence is wielded through a land route of armed parties in the Middle
East -- the so-called "Shiite crescent" that cuts across the mainly Sunni
Arab world. Iran has long been a supporter of Syrian President Bashar
al-Assad and backs Lebanon's Shiite Hezbollah movement, whose fighters are
deployed in Syria alongside regime forces. Iran also openly supports the
Shiite Huthi rebels in Yemen in their war against the Saudi-backed
government but denies accusations of smuggling arms to the insurgents. And
in Shiite-dominated Iraq, the Islamic republic backs armed groups and
supports the government. "The securitisation of Iran is being pushed
predominantly by Saudi Arabia and the UAE, along with other Arab countries
including Egypt," said Andreas Krieg, assistant professor of defence studies
at King's College London. "Saudi Arabia has also reached out to Iraq to try
and build ties and tackle militias there," Krieg told AFP. "It's definitely
safe to say that Iran is the centrepiece of this summit."- Syria chemical
attack -The summit will be attended by delegations from 21 of the Arab
League's 22-member states. Syria has been suspended from the organisation
for seven years over Assad's crackdown on protesters. The gathering comes as
the US administration of President Donald Trump, a key Saudi ally, faces
crucial decisions on how to react to the use of chemical weapons in Syria.
Trump has put off a final decision on US-led strikes against Syria after an
alleged chemical attack against the rebel-held town of Douma that killed
dozens. The summit is expected to release a statement on the suspected toxic
gas attack, but it remains to be seen whether the Arab League will take any
action as well. Syria serves today as a major pivot between Saudi Arabia and
its allies on the one hand, and Iran and Hezbollah on the other. Each party
in the conflict backs opposing sides but all agree that the country's future
cannot be decided solely by the Assad regime, whose troops have regained
territory with Russia's support. After years of demanding that Assad step
down, Saudi Arabia this month conceded, in the words of its powerful crown
prince, that the embattled president was staying. "Certain regional powers
previously determined to bring down the Syrian regime -- particularly Saudi
Arabia and Turkey -- have now accepted the status quo, that Assad is
staying," Bitar said. "Bashar's Iranian patrons are also very well aware
that their protege cannot run the show on his own and they are starting to
accept the premise that they will have to negotiate spheres of influence in
Syria territories". - Fate of Jerusalem -Not on the table at the summit,
according to Krieg, is Qatar, cut off from its Gulf allies over accusations
of ties to Iran and support for Islamist extremists -- claims denied by
Doha. On the eve of the summit, Saudi Foreign Minister Adel al-Jubeir
confirmed as much, saying a solution for Qatar would be found within the
six-state Gulf Cooperation Council. The summit also comes after 33
Palestinians were killed and hundreds wounded at the hands of Israeli forces
in mass protests along the Gaza border in recent weeks. The protests are to
continue until mid-May, around the time Washington is to move its embassy to
Jerusalem, which both Palestinians and Israelis claim as their capital.
Senior Palestinian official Hanan Ashrawi has said she hopes the summit will
lead to a resolution, and concrete action, supporting the Palestinian
position on Jerusalem.
Guterres: Situation in
the Middle East threatens global security
Agencies/Friday, 13 April 2018/United Nations Secretary-General Antonio
Guterres, addressing the Security Council on Syria, urged all states "to act
responsibly in these dangerous circumstances.""Increasing tensions and the
inability to reach a compromise in the establishment of an accountability
mechanism threaten to lead to a full-blown military escalation," Guterres
told the 15-member council. Russian UN ambassador told the security council
that US, France, Britain are only interested in ousting Syrian government
and containing Russia, adding that Russia has 'proof' Britain took part in
staged Syria chemical attack. Russia accused the West of having the sole aim
in Syria of overthrowing the government as it urged US, French and British
leaders to refrain from military action. "We continue to observe dangerous
military preparations for an illegal act of force against a sovereign
state," Russian Ambassador Vassily Nebenzia told the Security Council. US
Ambassador Nikki Haley said Friday there should be no rush to launch
military action on Syria, but that "at one point you have to do something."
Haley said US estimates Syrian president Assad has used chemical weapons in
Syrian war at least 50 times, and that Russia has used the veto 12 times to
protect Assad regime. "You don't rush decisions like this," Haley told
reporters, adding that if there is haste "you make a mistake." Haley spoke
ahead of a Security Council meeting called by Russia to discuss the threat
of US-led military action in Syria. President Donald Trump is analyzing all
the information and taking measures to avoid any unwanted repercussions, she
said. "We have to know that there is proof and we have to know that we are
taking every precaution necessary should we take action," she said. Separate
analysis by the United States, France and Britain have concluded that a
chemical attack took place on Saturday in the rebel-held town of Douma, said
Haley. The United States is consulting with Britain and France about a joint
military response to the attack in Douma that medics and rescuers said left
at least 40 people dead on Saturday. France warned Friday that Syria's
government had reached a "point of no return" by using chemical weapons and
vowed to confront the "intolerable threat" of such attacks to global
security. French Ambassador Francois Delattre told a Security Council
meeting that world powers must respond to the threat of repeated use of
toxic gas as a weapon in Syria's war. By "deciding once again to sue
chemical weapons" in the rebel-held town of Douma, "the regime has reached a
point of no-return," Delattre said. "France will shoulder its responsibility
to end an intolerable threat to our collective security," he said. "We must
cease the chemical weapons escalation in Syria." The United States is
consulting with Britain and France about a joint military response to the
attack in Douma that medics and rescuers said killed at least 40 people
Saturday. Russia and Syria have denied that a chemical attack took place and
said video footage and photographs were staged by President Bashar
al-Assad's opponents.
Putin warns Macron against ‘dangerous’ Syria actions
AFP, Moscow /Friday, 13 April 2018/Russian President Vladimir Putin on
Friday warned his French counterpart Emmanuel Macron during a telephone call
against any “dangerous actions” in Syria, the Kremlin said. “The most
important thing is to refrain from ill-considered and dangerous actions that
would constitute a gross violation of the UN Charter and would have
unpredictable consequences,” the office of the president said in a statement
after the call. Macron on Thursday said he had “proof” the Syrian regime had
used chemical weapons on the former rebel outpost of Douma and would
announce his response “in due course”. “Vladimir Putin emphasized the
advisability of conducting a thorough and objective investigation, until the
completion of which it is not advised to voice any accusations against
anyone,” the Kremlin statement said. Moscow has repeatedly claimed the
chemical attack was staged by rebels to provoke further intervention in the
conflict by the West.
Macron seeks to ‘intensify talks’
Meanwhile, Macron told his Putin during the call that he wanted to
“intensify” talks on bringing peace to Syria. “The president of the Republic
said he wanted the dialogue between France and Russia to continue and
intensify in order to bring peace and stability to Syria,” Macron’s office
said after the call, which came as the West ponders possible strikes on
Syria in retaliation for a suspected chemical attack. Macron, who had made
the use of chemical weapons a “red line” not to be crossed, bemoaned
Russia’s use this week of its veto to block a UN Security Council resolution
on setting up an investigation into the attack that would name those
responsible. The veto had prevented a “united” front on putting in place a
mechanism “to prevent the regime being a repeat offender,” Macron said. He
told Putin his priority in Syria was the “fight against terrorism”, easing
the suffering of civilians and “kick starting negotiations on a credible and
inclusive political process as soon as possible.”
Thousands leave Syria's Douma as evacuations wrapping
up
Agencies/Friday, 13 April 2018/Thousands of Islamist fighters and their
relatives left the Syrian town of Douma they once controlled as the last
evacuations from Eastern Ghouta continued Friday, a monitor said. The
fighters from the Jaish al-Islam group left overnight with thousands of
civilians on board 85 buses that took them to areas of northern Syria still
held by rebels. The evacuations are part of a deal brokered by Damascus's
Russian ally to re-establish regime control on Eastern Ghouta, a area just
on the edge of the capital that had escaped government control since 2012.
"After midnight, 85 buses left Eastern Ghouta carrying 4,000 people, both
fighters and civilians," the Syrian Observatory for Human Rights monitoring
organization said. A top Syrian rebel official told AFP on Thursday that his
faction only agreed to abandon its battered enclave outside Damascus because
of an alleged toxic gas attack. “Of course, the chemical attack is what
pushed us to agree” to a withdrawal from Douma, said Yasser Dalwan, a
high-ranking member of Jaish al-Islam. It was the first public
acknowledgement by Jaish al-Islam of a deal reached for Douma, their last
rebel holdout in the Eastern Ghouta suburb of Damascus.
The agreement was announced on Sunday morning by Syria’s government and its
ally Russia, just hours after toxic gases were allegedly released on Douma.
First responders there said more than 40 people died Saturday after
suffering symptoms consistent with chemical exposure, including wheezing,
discolored skin and foaming at the mouth. World powers have threatened a
strong response, with French President Emmanuel Macron saying Thursday he
had "proof" Syria's government was behind the attack.
Civilians evacuate
More buses carrying evacuees and their belongings continued to leave Douma,
just east of the Syrian capital, amid heightened tensions on Friday. The
video from the Russian Ministry of Defense showed buses driving through the
Muhayam al-Wafideen checkpoint. The evacuation takes place under a deal
mediated by Russia to hand over the town to the Syrian government and end a
months-long military siege. The Russian military announced on Thursday that
the Syrian government is now in full control of the town on the outskirts of
Damascus that was held by the rebels and that was the site of a suspected
chemical attack over the weekend. More than 13,500 Syrian rebel fighters and
their families left Douma this month. Hamza Bayraqdar, spokesman for Jaysh
al-Islam, the main rebel group that once controlled Douma, said his fighters
had all evacuated. They handed over their heavy and medium weapons, as well
as maps of land mines and the tunnels they dug, according to Syrian state
media. US President Donald Trump on Thursday put off a final decision on
possible military strikes against Syria after tweeting earlier that they
could happen “very soon or not so soon at all.”The White House said he would
consult further with allies.
In sharp exchange,
Putin warns Netanyahu to stand down on Syria, hears Israel will stop Iran
DEBKAfile/April 13/18/DEBKAfile reports exclusively that the Russian
president and Israeli prime minister were at angry cross-purposes in their
phone conversation on Wednesday, April 11. Vladimir Putin warned Binyamin
Netanyahu to discontinue Israeli strikes in Syria because they may rock the
Assad regime [backed by Moscow] and insisted on Israel respecting Syrian
sovereignty and security. By this warning, Russia clamped down on the
freedom the Israeli air force had hitherto enjoyed in Syrian air space for
striking hostile elements, primarily Iran and Hizballah.
Netanyahu shot back, according to our sources, that Israel cannot possibly
desist from action over Syria, since this would leave Iran at liberty to
establish a permanent, hostile military presence in that country. And so,
said the prime minister, Israel would have to persevere in its efforts to
stop this happening. The conversation between Putin and Netanyahu ended in
total discord. The Kremlin later issued this version: “Upon an initiative of
the Israeli side, a telephone conversation took place between Russian
President Vladimir Putin and Israeli Prime Minister Benjamin Netanyahu. The
Syrian issue was discussed, including the recent missile strikes on the T-4
airfield in Homs by the Israeli Air Force. Vladimir Putin stressed the
fundamental importance of respecting the sovereignty of Syria and called for
refraining from any actions that might further destabilize the situation in
the country and pose a threat to its security.” The Moscow readout did not
reveal Netanyahu’s reply.
25 dead in attack at Iraq funeral of anti-ISIS fighters
AFP, Samarra/Friday, 13 April 2018/At least 25 people were killed and 18
injured in Thursday’s bomb attack on funerals for Iraqi fighters killed by
militants, according to a new toll from police and medics. “Two bombs
exploded as the funeral procession was entering the cemetery” in Asdira,
village mayor Salaheddin Shaalan told AFP. The Sunni village is south of
Sharqat, one of the last bastions of ISIS in the country’s north to be
retaken by Iraqi forces. “In total, 25 people were killed and 18 injured,
four of whom are still in critical condition,” a police officer told AFP on
Friday, on condition of anonymity, revising an earlier death toll. Medical
sources confirmed the new figures. It was the deadliest attack in Iraq since
a January 16 double suicide bombing in Baghdad claimed 31 lives. Thursday’s
attack took place during a funeral for five members of the Hashed al-Shaabi
paramilitary units killed Wednesday night in the same village, 250
kilometers (150 miles) north of Baghdad. The mostly Shiite paramilitary
units, which also include Sunni tribal forces, played a key role alongside
the army in expelling militants from Iraqi towns last year.
ISIS defeated
The Iraqi government declared victory over ISIS in December after pushing
ISIS militants out of their final holdouts along the border with Syria. But
the group retains the capacity to strike despite losing control of vast
swathes of Iraqi territory it seized in 2014. It still clings to pockets of
desert in war-torn Syria and appears to be able to cross the porous border
between the two neighbors. Militants sometimes manage to snatch control of
roads at night, especially in the Salaheddin province where Thursday’s
attack took place, and Anbar province along the border with Syria, security
experts say. Iraq is gearing up for legislative elections set for May 12.
Since the 2003 US-led invasion and the fall of Saddam Hussein’s regime,
polls in Iraq have consistently been marred by violence. But in the run-up
to next month’s elections, the country has enjoyed a respite from violence.
Egyptian prosecutors summon reporters over election coverage
The Associated Press, Cairo/Friday, 13 April 2018/Egypt’s press syndicate
chief says state security prosecutors summoned nine journalists over their
coverage of last month’s presidential election. Hatem Zakaria said on Friday
that the summons is for the recently-dismissed chief editor of the Egyptian
daily Al-Masry Al-Youm and eight other reporters. They are expected to show
up for questioning next Thursday. Al-Masry Al-Youm was fined 150,000
Egyptian pounds, or about $8,500, and its chief editor was dismissed after a
report saying the state rallied voters to participate in the presidential
election. Pro-government media and the state’s regulatory bodies have
largely criticized independent and foreign media’s coverage of the election.
President Abdel-Fattah el-Sissi was re-elected in last month’s vote, which
critics dubbed as undemocratic after all serious contenders quit or were
forced to drop out of the race.
Clashes erupt on Israel-Gaza border on third Friday of
protests, 363 wounded
AP, Gaza City/Friday, 13 April 2018/Gaza’s Health Ministry says 363
Palestinians have been wounded by Israeli army fire or treated for tear gas
inhalation, but did not provide a breakdown. The injuries were sustained
during a mass protest Friday on Gaza’s sealed border with Israel, the third
in as many consecutive Fridays. Thousands of Palestinians gathered at five
tent camps, several hundred meters (yards) from the border fence. Smaller
groups moved closer to the fence, burning Israeli flags, throwing stones and
torching tires. In all, 27 protesters were killed and hundreds wounded by
army fire since late March.

Iran To
Suffer Most In Syria
Heshmat Alavi /Forbes/April 13/18
Iran stands to lose the most after maintaining Syrian dictator Bashar Assad
in power for seven years
with only one month left to the Iran nuclear deadline, the road promises to
be excruciating for Tehran and each development is of colossal stakes
The world is weighing a possible United States-led air/missile strike
against the interests of Syria’s Bashar Assad and his main ally, Iran. These
developments are certain to inflict a heavy toll on the Iranian regime’s
interests in the region and back home, leaving it the main party to suffer
in any outcome.
Following Assad’s 2017 chemical attack against Khan Sheikhoon, Trump ordered
a strike on the base he said Syrian warplanes involved in the attack were
deployed from. 59 Tomahawk cruise missiles from U.S. warships in the
Mediterranean struck major damage to landing strips and bunkers in the Al
Shayrat airbase. That episode was merely a symbolic attack. What is
unfolding now has the potential of being far more comprehensive. And what
makes it completely interesting is the fact that Iran stands to lose the
most after maintaining Syrian dictator Bashar Assad in power for seven years
.
In an interview with Fox News, General Anthony Tata, former U.S. commander
in Afghanistan said it is clear this Syria attack will be far more
significant than last year's, adding this campaign may take some time.
And time is not on Iran’s side, knowing the more resources the U.S. and its
allies have deployed in the region, the higher the price Tehran, Damascus,
Moscow and their allies will have to pay.
Certain is the fact that the approach Trump is adopting significantly
contrasts how Obama handled the Middle East dossier, going back on his own
red line.
France and the United Kingdom, along with Saudi Arabia, are on board, as
there is no longer any question about the horrific nature of the recent
chemical attack targeting innocent civilians in Douma.
The U.S. has a naval combat group stationed in the east of the
Mediterranean, with another on its way, both equipped with a high-number of
long-range missiles. Numerous warplanes are also stationed in Qatar,
parallel to others available on aircraft carriers in the Persian Gulf.
Since Assad has most likely bunkered his air force or transferred them to a
safe haven, such as Iran, this multi-national assault will possibly target a
significant number of Syria’s air bases and/or whatever else is left of
Assad’s air forces. Crippling his ability to target civilian populations is
a moral necessity.
Syrian opposition activists are reporting dozens of Lebanese Hezbollah
members of the Rezvan battalion fled Homs Province along with their families
and arrived at the city of Yabrud, south of Damascus. They completely
evacuated the T-4 airbase after the recent attack.
Attacking from the west would be more convenient and involving far lesser
factors to calculate. All the while Paris’ warplanes can take off from their
bases in France and attack targets in Syria. With the UK joining this
effort, British submarines are stationed in the east Mediterranean and
launching precision strikes against Assad’s bases. This goes alongside the
British base in Cyprus.
All the while during the past few days reports indicate Ali Akbar Velayati,
international affairs advisor to Iran’s Supreme Leader Ali Khamenei,
returned to Iraq from Syria on Wednesday. 12 senior IRGC Quds Force
commanders left the Al Kesve base, south of Damascus, and flew in a
passenger plane to Najaf, Iraq. If Revolutionary Guards (IRGC) Quds Force
commander Qassem Suleimani was with this group is not clear. A source in
Najaf has told Ava Today, “The passengers leaving Damascus for Najaf left
the latter city for Baghdad under extremely tight security measures.”
In another flight, at 8:09pm Wednesday local time, 35 senior IRGC Quds Force
officers allegedly left Damascus for Baghdad.
Their precautions are understandable as sources in Washington are talking
with reports saying U.S. measures will be punishing and significantly
weakening Assad’s airpower, or completely destroying it. These air and
missile attacks will be limited to Syria and IRGC Quds Force positions may
also be on the target list. In the past week, Syria has transferred 23 of
its passenger and warplanes to Iran, reports show. Velayati has time and
again told Syrian media Tehran provides $8 billion/year to Damascus. IRGC
provides for the “Syria Basij,” established by Iran in 2012 to maintain
Assad in power.
With the expense of the Lebanese Hezbollah, the Quds Force, the Afghan
Fatemioun and Pakistani Zeynabioun, all provided by Iran, the colossal costs
reach $4bn/year. Add this to the $8bn/year mentioned by Velayati, the total
reaches around $12bn/year. This has been ongoing for the past 7 years,
meaning at least $84 billion of the Iranian people’s money have gone wasted
in Syria. All extending the suffering of millions of people throughout the
region.
This massive investment is on the verge of being destroyed through highly
possible US-led attacks. The money Iran’s regime wasted in Syria could have
been used to provide for the millions currently living in poverty.
Current circumstances have reached the point that Turkish Foreign Minister
Mevlüt Çavuşoğlu said on Wednesday the Assad regime must be ousted. Speaking
to reporters following the chemical attack in Syria, Çavuşoğlu stressed the
need to transition toward a “political process.”
To add insult to injury on Wednesday, U.S. Treasury Secretary Steven Mnuchin
announced Washington’s possible intention of imposing “very strong”
sanctions on Iran, adding “primary and secondary sanctions” are on their way
against Tehran. This is in reference to penalties against Tehran and
entities involved in doing business with the regime. The European Union is
also showing further signs of alignment with the U.S., extending for another
12 months sanctions on 82 individuals and one entity in Iran over human
rights violations. E.U. sanctions will maintain the assets of these 82
individuals frozen, parallel to a travel ban. All exports of surveillance
and communications control equipment to Iran will also be banned.
Trump has yet to order the attack and yet we are already witnessing
developments playing out against Iran’s interests. And with only one month
left to the Iran nuclear deadline, the road promises to be excruciating for
Tehran and each development is of colossal stakes .

Israel Says Downed Iranian Drone Was Armed and Heading
for Attack
Yaniv Kubovich and Amos Harel /Haaretz/Apr 13, 2018
Israeli military statement on the February drone incursion comes as tensions
between Israel and Iran grow following an attack in Syria that killed seven
Iranians
The Iranian drone that was downed by the air force after it infiltrated Israeli
airspace earlier this year was carrying explosives and was on its way to carry
out an attack, the Israeli military said Friday. The military's statement comes
amid tensions between Israel and Iran since an airstrike in Syria that Damascus,
Moscow and Tehran say was carried out by Israel. Israel shot down an advanced
Iranian drone in the early morning of February 10. The drone was operated by the
Iranian air force from a command center in the T4 Syrian air base, located near
Homs.
The Iranian drone entered Israeli airspace near the Beit She'an Valley and the
Israel Air Force decided to shoot it down with a missile fired from an attack
helicopter in order to minimize the damage it could cause. At first some claimed
that the aircraft was a reconnaissance drone, and that this was its mission when
it was shot down. But amid the tensions with Iran, IDF Spokesman Ronen Manelis
said Friday that judging by the drone's flight route and "intelligence and
operational analysis of the parts of the Iranian unmanned vehicle" indicates
that "the aircraft was carrying explosives" and that its goal was "an act of
sabotage in Israeli territory."Following the drone's infiltration, Israel
launched a significant aerial attack on Syria, targeting the drone's command
center and a number of anti-aircraft batteries. During the attack an Israeli
F-16 was downed over Israel by a Syria anti-aircraft missile.
"The Iranian's interception by attack helicopters thwarted an attack," Manelis
said, while noting that the drone "was identified by defense systems and was
under surveillance until it was shot down and posed no threat at any stage."The
military's statement on Friday suggests that there's a high probability that the
attack attributed to Israel this week was against an Iranian target in Syria,
and was an attempt to thwart a similar threat. This week's attack also targeted
the Syria T4 base – where Israel struck the drone's command center back in
February.
Can any US-French strike deter Syria’s brutal regime?
Randa Takieddine/Al Arabiya/April 13/18
The shocking pictures of the recent chemical attack carried out by the Syrian
regime has led US President Donald Trump to make insulting remarks against
Bashar al-Assad. Trump received two phone calls within 48 hours from French
president Emmanuel Macron to coordinate their stances following the brutal
chemical attack on Douma, which claimed more than 50 lives including a large
number of children. France’s efforts at directing the negotiations towards an
interim phase in Syria have failed due to Russia’s stubbornness on keeping
Bashar al-Assad in power, despite him destroying Syria. Russia likes to
entertain the belief, mostly supported by Assad, that the Syrian regime
succeeded and regained areas it had lost. Unfortunately, the only solution now
lies in the hands of the Russian leadership which will not hesitate in keeping
its forces in Syria as long as Assad has handed it the keys to his country
However, it has actually regained wrecked cities and a country where millions of
its people have been displaced and will not return. Moreover, without real
American support for the Kurds, Turkish interests are growing more than ever in
Syria. Meanwhile, Iran is present in Syria in a way that threatens Russia which
still needs its alliance with Tehran at this stage.
Vested interests of external powers
Macron has stated many times that the use of chemical weapons in Syria is a red
line, and if this line is crossed, the bases from where these chemical attacks
were launched will be struck. In reality, everyone knows that Bashar al-Assad
has crossed all red lines of brutality and cannot be stopped by Western powers.
This is even if precise strikes against military installations and bases are
carried out since he is protected by the dictators of Russia and Iran who do not
care about their people’s opinions and whether they approve or not of military
intervention in Syria. For example, there’s controversy among people in Iran
about the use of military intervention in Syria and the spending of huge sums of
money to fund Hezbollah and its fighters in Lebanon. However, the regime in
Tehran does not care about its people’s opposition.
Russia has benefited from its intervention in Syria as the world has recognized
that President Putin is the key to any solution, since the West, especially the
United States, is no longer prepared to engage in any direct military
intervention following the disaster of the Iraqi war.
Trump won’t change his mind, as he has tweeted that he wanted US troops to
withdraw from Syria. He is prepared to strike the “animal” to punish him, but
the move will be limited to a certain location. Meanwhile, democratic countries
are weak at confronting the brutality of the Syrian regime after its huge
failure following the overthrow of Saddam Hussein’s regime in Iraq and Gaddafi’s
regime in Libya.
Russia rules the roost
These countries have grown to be extremely cautious when it comes to sending
troops or carrying out strikes to overthrow the Syrian regime, even if the
latter is responsible for displacing a great number of its people to neighboring
countries, Europe and other states. This major refugee problem has become a
burden on neighboring countries and the international community must bear part
of the responsibility. Unfortunately, the only solution now lies in the hands of
the Russian leadership which will not hesitate in keeping its forces in Syria as
long as Assad has handed it the keys to his country.
It is important to note that the three countries — namely Russia, Syria and Iran
— have denied using chemical weapons when in fact all the pictures prove the
contrary. If the United States and France strike military bases in Syria, the
regime will not be deterred from continuing, along with Iranian and Russian
support, to destroy the country and the region. The solution lies in reaching an
American-Russian agreement over the new situation in Syria that guarantees a
transition without Assad, but no one believes in the US policy because it is
totally tilted in favor of Israel which has always sought to protect Assad’s
rule. This does not give much room for optimism for the future of Syria. The
solution remains problematic. Democracies will not militarily intervene to
confront Iran and Russia, and hegemony will remain for the forces on the ground
without a final solution.
Saudi Arabia, the US and political Islam
Ahmad al-Farraj/Al Arabiya/April 13/18
There is no doubt that political Islam movements, i.e. the Muslim Brotherhood
and its affiliates like the Sururist movement, have been trying for decades to
drive a wedge in relations between Gulf countries, especially Saudi Arabia, and
the Western world more particularly the US.
Any reading of the literature of these organizations, dating back to the 1950s
and 1960s, shows that they specialized in demonizing the US. This position is
not drawn from any religious principle, but it is just a tool to worry the
countries they belong to, including the Saudi kingdom, based on the conviction
that these states’ presence depends on America’s support to them. This is all
because political Islam’s main goal is to attain governance and remain in power
for as long as possible. Today, these organizations feel defeated as they watch
the revival of the Saudi-American alliance with its pristine glory. However,
these groups continue to work through their select mediums, like the Al Jazeera
television channel, to cause a rift in Saudi-American relations
Desperate attempts
We have all watched the desperate actions of these political Islam groups during
the occupation of Kuwait in 1990. We all saw how the Muslim Brotherhood in Egypt
and its branches everywhere supported Saddam Hussein’s occupation of Kuwait.
They stood firm against the use of friendly forces to liberate the country from
the tyranny of that abhorrent occupation that created a bleeding wound in the
Arab world and caused devastation that we still suffer from to this day. The
most active affiliates in this regard were the Muslim Brotherhood in the Gulf.
Although the region overcame this high treason, these groups struck again
through the September 11 attacks. These terror attacks were carried out by
al-Qaeda, another offshoot of the Muslim Brotherhood movement. The goal behind
this attack was to break relations between Saudi Arabia and the US, but this
plan was foiled thanks to a lot of effort and wisdom.
Political Islam groups celebrated a lot during the presidential term of Barack
Obama who supported the project of enabling these organizations to rule the Arab
world. This project was launched during President Bill Clinton’s term in the
late 1990s through meetings between Muslim Brotherhood leaders, the most
prominent of which was Khairat Al-Shater and some American politicians. This
cooperation, between the group and the US, completely discredited the
Brotherhood’s claim of being anti-American. Today, these organizations feel
defeated as they watch the revival of the Saudi-American alliance with its
pristine glory. However, these groups continue to work through their select
mediums, like the Al Jazeera television channel and its subsidiaries known as
Azmi cells, to cause a rift in Saudi-American relations. They will continue
doing so as they know that such a rift is the only way to achieve their final
goals. However, they are bound to fail, the same way their other attempts failed
in the past.
Mohammed bin Salman and Sururism
Abdullah bin Bijad Al-Otaibi/Al Arabiya/April 13/18
During his milestone visit to the United States, Saudi Crown Prince Mohammed bin
Salman gave a very important interview to Time magazine in which he described
the followers of the Sururist Movement as “the most extreme” in the Middle East.
He said they were “ahead a little bit within the Muslim Brotherhood,” adding “in
our law they are criminals and whenever we have enough evidence against any one
of them, they will face a court.”This interview was part of a series of media
appearances by the prince at a number of American media outlets, where he
candidly discussed extremist groups and combating extremism. Talking about
Sururism and its extensive threat comes within a very important context. The new
stance which Saudi Arabia and the UAE have adopted for years against these
extremist groups has greatly evolved over the course of classifying these
movements as terror groups, legally pursuing them and besieging the countries
that support them
False dissociation
Sururism is a wide movement within what was known as the Islamic Awakening or ‘Sahwa’,
and it is the most important ideological experiment that combines Salafism with
the philosophy of the Muslim Brotherhood.
Sururism is attributed to Mohammed Surur Zine El Abidine, a Syrian national who
became a dissident of the Muslim Brotherhood. Three others participated in this
with him, Mohammed Qutb, Abdel Moneim Al-Azzi (also known as Mohammed Ahmed Al-Rashed)
and Abdul Rahman Abdul Khaliq, but they failed, and he succeeded. I have
previously written about this dangerous movement and conducted a research on the
subject and published it in the first issue of the monthly Al Mesbar book in
January 2007. I’ve also written plenty of articles on the matter. Other
researchers have also discussed this topic. I will not repeat what’s been
written then but I will quickly go over a few details.
Following in the tradition of lies and deceit of political Islam symbols,
Mohammed Surur wrote in As-Sunnah Magazine (Issue Number 27, 1993), an article
entitled Sururism, in which he refers to his earlier 10-year-long affiliation
with the Muslim Brotherhood in Syria. He denied having anything to do with the
name of the Sururist movement and repudiated it. He wrote: “What’s interesting
is that some of my old friends, from the initial group, were the ones who
invented this term which was taken on by their enemies.”
He denied the existence of this organization saying: “I do not know of a group
called Sururist, and I was never in charge of any group.” However, years later,
Surur said quite the exact opposite.
In an interview with well-known Muslim Brotherhood member Azzam Tamimi in his
show ‘Muraja’at’ (third episode) which was aired on Al-Hiwar television channel
on March 24, 2008, he retracted from his earlier position and acknowledged the
existence of a group and a movement saying: “This movement started in Saudi
Arabia, and its affiliates are not of one nationality.” He added that it is
“real” and that it is “an organization and a movement.”
Differences with Muslim Brotherhood
Sururism is one of the Brotherhood's products, but it is more extreme in its
discourse and practices. It greatly profited from post 1979 circumstances so it
spread with an unprecedented level of influence especially in Saudi Arabia.
In another interview, Sa'ad Al-Faqih told Azzam Tamimi that the movement was
established by Saudi figures and not by Mohammed Surur. Faqih, however, always
interprets events according to what he believes while making statements, and not
according to how they really happened.
The relation between Sururism and the Muslim Brotherhood in Saudi Arabia was
characterized by its fluctuation between joint work and inter-party rivalry.
They released “joint statements” to voice opposing political stances but they
disagreed over political interests, as in the case of the 2005 municipal
elections.
Considering the great resemblance between the two, there were great conflicts in
the educational operation, charitable work as well as in the media. This is in
addition to conflicts over acquisition of mosques and Qur’anic recitation
sessions. Sururism and the Muslim Brotherhood are both dangerous, extremist
takfirist groups that have the same aims as other terrorist and takfirist
groups, such as al-Qaeda, ISIS, and Salafist jihadist movements.
However, they disagree with them over the “timing.” Finally, the new stance
which Saudi Arabia and the UAE have adopted for years against these extremist
groups has greatly evolved over the course of classifying these movements as
terror groups, legally pursuing them and besieging the countries that support
them. The future points to even more measures to restrain them.
Europe, Trump and the Iran Deal
Amir Taheri/Asharq Al Awsat/April 13/18
The so-called Iran nuclear deal, a witches’ brew concocted by that most
deserving of Nobel peace laureates Barack Obama, has furnished the theme of many
bizarre diplomatic twists and turns. The latest is an attempt by sections of the
European Union to persuade President Donald Trump to renege on his campaign
promise to improve or scrap the “deal.”During the past year, the EU’s foreign
policy point-woman, Federica Mogherini has been collecting air-miles calling on
world capitals, including Washington and Rangoon, to demand “commitment” to the
“deal” as if this were an article of faith in an as-yet undefined religion. The
retiring British Ambassador to Washington Sir Peter Westmacott has been granting
interviews to Iranian media demanding kudos for having spent “much time and
energy” trying to persuade the US to stick by the “deal”.
Outgoing German Foreign Minister Sigmar Gabriel also boasts about having spent
much energy in his final months in office “defending the deal” as a Crusading
knight protecting a holy relic. And now is the turn of the French Ambassador to
Washington, Gerard Araud, to launch a Twitter campaign to persuade the Trump
administration to “honor” that most questionable item in Obama’s legacy.
Basically, the Europeans advance four arguments.
The first, advanced by Westmacott, is that discarding the “deal” could damage
the credibility of “major powers”, that is to say Britain, France, Germany and
the US that signed it along with China and Russia.
There are two troubles with that argument.
The first is that it assumes that any diplomatic deal should be treated like a
Catholic marriage that one abides “till death do us part”. Such an assumption
would mean the end of diplomacy as the art of responding to changing realities.
If we were to go by Mogherini’s or Westmacott’s “commitment” to an unchangeable
“deal”, Britain and France should have never denounced the “peace accord” that
Chamberlain signed in Munich in 1939.
However, the EU argument about “respecting signatures” has another problem
because nobody signed anything.
The so-called Joint Comprehensive Plan of Action (JCPOA) is no more than a press
release stating a set of desirable moves by Iran and the P5+1 which,
incidentally, didn’t include the EU as such. Moreover, there are significant
differences between the JCPOA’s English and Persian versions, making various
imaginative re-readings, a la Roland Barthes or Jacques Derrida, possible.
Mogherini cannot claim respect for “signatures” which never happened and that,
had they happened, would not have included the EU.
The second argument is that the “deal” is working and, thus, the dictum “if it
ain’t broken why fix it” applies. That assumption is not borne out by facts.
Iran and the P5+1 have either tried to circumvent or have brazenly broken their
promises. Sir Peter, the retired UK diplomat, certainly knows that his
government, in violation of the “deal” still refuses to allow the Iranian
Embassy to open a bank account in London. Nor has the UK government unfrozen
more than $600 million in Iranian assets. The Germans and the French still
refuse to issues export guarantees to firms seeking trade with Iran. Huge
memorandums of understanding are signed but put on the back-burner as Iran
remains subject to sanctions by the United Nations, the EU and US.
As for Russia, during an official visit to Iran last week, Chairman of Russia
Duma Vyacheslav Volodin heard an avalanche of complaints.
Russian President Vladimir Putin has shown what he thinks of Iran, a supposed
ally notably in Syria, by his recent treatment of Iranian President Hassan
Rouhani in Ankara. At the end of a “summit” with Turkish President Recep Tayyip
Erdogan, Rouhani demanded a two-some with Putin. The Russian consented to a
brief standing encounter which lasted around eight minutes. The Tsar Vladimir
had no time to sit down with the Iranian mullah for a cup of tea.
As for China, it says Iran could use its frozen assets, piled up through oil
exports to the People’s Republic, only by buying Chinese goods.
Beijing even refuses to let the 3,000 or so Iranian students in China to receive
their stipends through banks, forcing the embassy to send people around to
distribute cash among the budding scholars. Ironically, the only P5+1 member
that has partially complied with the “deal” is the US, including by Mafia-style
smuggling of $1.7 billion cash to Tehran and the transfer of $700 million a
month since August 2015. Iran, for its part, asserts that there has been no
change in its nuclear project.
Earlier this month, spokesman for Iran Atomic Energy Agency Behruz Kamalvand
told a press conference in Tehran that the Iran’s nuclear project was “going
full speed ahead” with “new and more ambitious plans under preparation.”
More importantly, Iran has managed to block international inspection of key
research and development centers by claiming they are military sites and thus
off limits. Less than half of Iran’s enriched uranium stocks have been shipped
abroad, along with 10 percent of plutonium accumulated at the Arak plant.
Last week, marking National Nuclear Day, Rouhani unveiled what he called “83 new
nuclear projects” as slaps in the face of the American “Great Satan.”
Why should Mogherini or Araud beat their chests about a “deal” not honored by
either side?
The ambassador advances one last argument: If you scrap the “deal” how could you
be sure Iran will not go “full speed ahead” with its nuclear ambitions?
This is a casuistic argument: accept the bad for fear of getting the worse.
Since the JCPOA was unveiled Iran’s national currency has fallen by some 40
percent to an all-time low against foreign currencies, including the Iraqi dinar
and the UAE dirham.
The Tehran government cannot regularly pay the salaries of its employees. Had it
not been for the cash smuggled and funneled by Obama, the mullahs would have
been unable to pay their military either. Right now, Tehran has difficulty
bankrolling the Lebanese “Hezbollah” and paying the salaries of Bashar
al-Assad’s regime forces and civil service.
So the Obama “deal”, as Trump said during his campaign, is a bad deal.
What Trump didn’t say was that the “deal” was bad, both for Iran and the rest of
the world. Araud would do well to re-read what Laurent Fabius, then France’s
Foreign Minister, said in 2015: “France will not accept a deal if it is not
clear that inspections can be done at all Iranian installations ... We’ll accept
a deal, but not any deal.”It was partly because of France’s refusal to give the
JCPOA legal status by signing that the Obama “deal” was launched as an informal
initiative. Interestingly, Araud who now campaigns for the “deal” was appointed
by Fabius, who took care to have a pinch of salt about it.
European Immigration: Nuns Out, Terrorists In
Douglas Murray/Gatestone Institute/April 13/18
https://www.gatestoneinstitute.org/12148/europe-immigration-nuns-terrorists
When the same Home Office that forbade Sister Ban even to enter the country
discovered that the young male Iraqi was in Britain, he explained clearly that
he had been trained by ISIS. He told the Home Office officials that the group
had trained him to kill. The Home Office promptly found him a place to live and
study, and treated him as the minor he said he was but most likely was not. He
subsequently told a teacher that he had "a duty to hate Britain".
Last year the Institute of St Anselm (a Catholic training institute for priests
and nuns, based in Kent) closed its doors because of problems it had getting the
Home Office to grant visa applications for foreign students. One nun last year
was apparently denied entry to the UK because she did not have a personal bank
account.
So, those who flee ISIS are turned away, while those who are trained by ISIS are
welcome.
The behaviour of government departments in charge of immigration and asylum
across Europe repeatedly demonstrate the truth of the late Robert Conquest's
maxim -- his "third law of politics" -- that the simplest way to explain the
behaviour of any bureaucratic organisation "is to assume that it is controlled
by a cabal of its enemies".
Last week it was reported in the Catholic Herald that a nun who was driven out
of the town of Qaraqosh, on the Nineveh plains in Iraq, has been forbidden to
visit her ill sister in the United Kingdom. Sister Ban Madleen was among those
Christians who were forced to flee the largest Christian town in the area when
ISIS entered it in 2014. She was among the thousands of Christians who fled the
approaching jihadists and found refuge in Iraqi Kurdistan. There, she set up
kindergartens to look after the children of other refugees who had also sought
sanctuary in the Kurdish areas. A letter, seen by the Catholic Herald, from the
UK Visa and Immigration division at the UK Home Office, stated that Sister Ban
had not given evidence of her earnings as a kindergarten principal or shown
enough evidence that her order of nuns would fund her visit.
The UK Home Office noted that Sister Ban had previously travelled to the UK and
had on those occasions always complied with the terms of her visa. However, the
Home Office pointed out that her visa was issued seven years ago, in 2011, and
noted her lack of recent travel to the UK. It shows no understanding of why her
recent travel might have been limited. Such as the possibility that events such
as the rise of ISIS, the attempted annihilation of Iraq's Christian community
and that community's quasi-Biblical flight to safety in the Kurdish regions
might explain the nun's otherwise inexplicable absence from the UK?
In any event, the letter claims that for these reasons, the UK authorities are
not satisfied that Sister Ban's appeal to visit her sick sister is genuine.
Therefore, she is denied entry, with "no right of appeal or right to
administrative review."
Perhaps Sister Ban made an elementary mistake. Instead of the nun telling the UK
authorities that she had fled ISIS and been looking after refugees since her
last visit to Britain she should have told the UK authorities that she had spent
the interim period joining ISIS, being trained by them to kill, and that she had
also learned how to hate Britain. If she had done this, then perhaps she would
now be settling into life in the UK.
After all that is what Ahmed Hassan told the UK authorities after he entered the
country illegally in 2015. When the same Home Office that forbade Sister Ban
even to enter the country discovered that the young male Iraqi was in the UK, he
explained clearly that he had been trained by ISIS. He told the Home Office
officials that the group had trained him to kill. The Home Office promptly found
him a place to live and study, and treated him as the minor he said he was but
most likely was not. He subsequently told a teacher that he had "a duty to hate
Britain". Last September, he stepped onto the District line and planted a bomb
that failed to detonate fully, but which -- if it had gone off -- would have
killed many dozens of commuters (including children) on the London Underground.
How does the UK Home Office find it impossible to give a temporary visa for a
nun who fled ISIS, yet give every possible provision to an illegal migrant who
has been trained by ISIS to kill in Britain?
Christian charities who have monitored the decision-making processes of the UK
Home Office have prior experience of this bizarre process. Sister Ban is just
one of a number of Christians who have found the UK authorities reluctant to
permit them entry to the UK. According to Father Benedict Kiely (the founder of
Nasarean.org: an organisation which helps persecuted Christians in the Middle
East), the UK authorities have twice refused to issue a visa to another
Dominican nun who has a PhD in Biblical Theology. Last year the Institute of St
Anselm (a Catholic training institute for priests and nuns, based in Kent)
closed its doors because of problems it had getting the Home Office to grant
visa applications for foreign students. One nun last year was apparently denied
entry to the UK because she did not have a personal bank account. And a year
earlier -- in December 2016 -- three archbishops from Iraq and Syria were denied
entry into Britain. They had been invited to the UK for the consecration of
London's first Syriac Orthodox Cathedral – an event that was attended by Prince
Charles. So, those who flee ISIS are turned away, while those who are trained by
ISIS are welcome.
It is not just that the British immigration system -- and immigration systems
across Europe -- seem to be controlled by a cabal of their enemies. They seem to
be controlled by a cabal of people who are opposed to European nations having
any suitable compassion, common sense or even an instinct for survival.
