Lebanon: International Donors Refuse to Help Hezbollah-run Institutions Asharq Al Awsat/May 27/2020

Diplomats in New York revealed that efforts are underway at the United Nations and across capitals to prevent Lebanon from sliding into a “catastrophic situation” due to the deteriorating economic and financial conditions, noting that donors are “not ready” to provide aid to government institutions run by Hezbollah. International officials noted that UN Secretary-General Antonio Guterres, had set Lebanon as a model for countries facing major risks that could be exacerbated due to the COVID-19 pandemic. “The United Nations is working with the Lebanese government, the World Bank and the International Monetary Fund on reforms, and is trying to help alleviate what is happening on the ground,” the officials quoted Guterres as saying. In comments to Asharq Al-Awsat, a western diplomat said: “We are very worried about what is happening in Lebanon economically and financially,” referring to the successive warnings launched by the United Nations Special Coordinator in Lebanon, Jan Kubis, who “expresses growing concern about the deteriorating economic situation and the resulting consequences.”
Observers believe that the demonstrations the country witnessed weeks ago are “a clear indication of hunger and not related to sectarian issues or the need for a government of a different type.”
Recent developments have prompted the United Nations to “mobilize as much support as possible”, including raising $350 million to deal with the Corona epidemic.
However, observers expressed “concern that some donors are not ready to provide any aid to the Lebanese Ministry of Health as long as it is headed by a minister affiliated with (Hezbollah).”The government must show a clear will to implement reforms, otherwise the country could slide into a catastrophic situation, the observers warned.

كشف دبلوماسيون في نيويورك أن جهوداً تُبذل في الأمم المتحدة وعبر العواصم لمنع انزلاق لبنان إلى «وضع كارثي» بسبب تردي الأحوال الاقتصادية والمالية، ملاحظين أن الجهات المانحة «ليست على استعداد» لتقديم معونات للمؤسسات الحكومية التي يديرها «حزب الله».
وأشار مسؤولون دوليون إلى أن الأمين العام للأمم المتحدة أنطونيو غوتيريش، حدد لبنان نموذجاً لواحدة من الدول التي تواجه مخاطر رئيسية يمكن أن تتفاقم في «بلدان هشة» بسبب جائحة «كوفيد 19»، مؤكداً أن «الاحتجاجات المتواصلة في لبنان تسلط الضوء على الحاجة إلى إصلاح اقتصادي». ولاحظ أن بعض المحتجين يصفون المظاهرات بأنها «ثورة جياع»، معترفاً بأن «الناس بحق موجوعون اقتصادياً». ولفت إلى أن «الأمم المتحدة تعمل مع الحكومة اللبنانية والبنك الدولي وصندوق النقد الدولي على الإصلاحات، وتحاول المساعدة على تخفيف وطأة ما يحصل على الأرض»، مضيفاً أن فريق الأمم المتحدة طلب مبلغ 350 مليون دولار إضافية للمساعدات الإنسانية. وعلق دبلوماسي غربي معنيٍّ بملف لبنان، قائلاً: «نحن قلقون للغاية حيال ما يحصل في لبنان اقتصادياً ومالياً»، مشيراً إلى التحذيرات المتتالية التي أطلقها المنسق الخاص للأمم المتحدة في لبنان يان كوبيش الذي «يعبّر عن قلق متزايد من الوضع الاقتصادي المتردي وما ينتج منه من عواقب». ويعتقد مراقبون أن المظاهرات التي شهدها لبنان قبل أسابيع، وشهدت أعمال عنف، كانت «مؤشراً واضحاً إلى الجوع ولا صلة لها بالمواضيع الطائفية أو الحاجة إلى حكومة من نوع مختلف». وتنظر الأمم المتحدة إلى ما يحصل بوصفه «تطوراً خطيراً» يدفعها إلى «حشد أكبر قدر ممكن من الدعم»، ومنها جمع 350 مليون دولار للتعامل مع وباء «كورونا»، علماً بأن هذا المبلغ ليس ضمن المساعدة الإنسانية الشاملة. وهناك «قلق لأن بعض المانحين ليسوا على استعداد لتقديم أي معونات لوزارة الصحة اللبنانية ما دام على رأسها وزير محسوب على (حزب الله)». ورأى دبلوماسي غربي أن «على لبنان أن يجد طريقة ما للتغلب على ذلك»، مؤكداً أن «هناك الكثير من التشجيع على القيام بإصلاحات»، وأن توجه الحكومة «رسائل صحيحة حول هذه الإصلاحات». ونبه إلى أن «الجهات المانحة تحتاج إلى فهم الوضع الذي يجد لبنان نفسه فيه»، مضيفاً أن البلد «قد ينزلق إلى وضع كارثي، بعد كل هذه السنوات من المحاولات لمساعدته على التقدم».
