التقى الرئيس الفرنسي فرنسوا هولاند أمس للمرة الثانية بالرئيس الايراني حسن روحاني في نيويورك. كتابة هذا التعليق حول الموضوع تمت قبل لقاء الرئيسين. ولكن سنة بعد لقائهما الاول في المكان نفسه ليس هناك أي تقدم في أي ملف يهم فرنسا على صعيد السياسة الايرانية.

جميع خطوات ايران في سورية او في لبنان او في الخليج، حيث تدعم الحوثيين بقوة في اليمن، تبعث على التشاؤم من القيادة الايرانية التي ارادت ان تظهر ان ايران تغيرت منذ عهد الرئيس السابق محمود أحمدي نجاد. فدول الخليج كانت مصرة على عدم حضور ايران المؤتمر الدولي لمكافحة «داعش» الذي نظمه الرئيس الفرنسي مع نظيره العراقي. وصحيح ان لإيران وزن كبير في المنطقة ولكنه تخريبي اكثر منه ايجابي. فمساعدة النظام الايراني في سورية عسكرياً ومالياً مكلفة للنظام الايراني ولكنها اولوية في حماية نظام مجرم اسقط اكثر من ١٩٠ ألف قتيل وهجر الملايين وأطلق وحش غذاه في سجونه («داعش») واستخدمه في البداية الى ان راح يهدده.

اما في لبنان حيث دعم ايران لـ»حزب الله» كان في صلب المحادثات بين الرئيسين السنة الماضية، فالدعم الايراني مستمر بل يزداد ويترك «حزب الله» يتورط في المستنقع السوري الى جانب النظام ويجر لبنان الى المزيد من المخاطر ومآسي الخطف والعنف. وما زال لبنان من دون رئيس وما زال الحزب يختبئ وراء وفائه للمرشح ميشال عون. لكنه بالفعل مرتاح لفرض رغبته بالنسبة للرئيس المقبل. أما الملف النووي الايراني فالموعد المقبل بين الدول الست وايران في نهاية تشرين الثاني (نوفمبر) والتوقعات تشير الى استمرار ايران على موقفها الرافض لإيقاف تطوير السلاح النووي.

ورغم كل ذلك، ترى باريس فائدة من الحوار مع ايران خصوصاً ان هنالك عدداً من الديبلوماسيين في الخارجية الفرنسية مقتنع ان الحوار مع ايران ادى الى التخلص من نوري المالكي في العراق. ولكن تخلي ايران عن المالكي كان لمصلحة ايران في العراق. واقتضت ذلك هجمة «داعش» الوحشية وتقدم هذه المجموعة في الاراضي العراقية وتهديد الاكراد وهم اصدقاء ايران. كل ذلك ادى الى تغيير موقف ايران من المالكي. كثيرون في مجال قطاع الاعمال في اوروبا في باريس ولندن يتمنون عودة العلاقات مع ايران. ولكن الامور ما زالت غير ناضجة كي تسفر القمة الفرنسية – الايرانية عن نتيجة ملموسة. قد يكون هناك اتفاق بين البلدين على مكافحة «داعش» في العراق ولكن ماذا عن سورية ؟ فباريس لم تشارك حتى الآن في الضربات ضد «داعش» في سورية لانها تتخوف من أن قصف اماكن وجود «داعش» سيؤدي الى تسليمها لجيش النظام السوري. في كل الأحوال ضرب الولايات المتحدة «داعش» في سورية لا يحتاج الى القصف الجوي الفرنسي القائم بشكل مستمر في العراق. فسبق لهولاند ان قال ان العراق طلب منه التدخل ولكن ذلك لن يحدث في سورية.

لكن الادارة الأميركية لم تنتظر طلب أو تنسيق مع النظام السوري لضرب «داعش» فيه. وقد اخبر العسكريون الاميركيون النظام السوري بأنهم سيضربون «داعش» في سورية من دون التنسيق مع النظام وليس بعد استئذانه بحسب معلومات «الحياة». وتزداد الاوضاع في سورية سوءاً يوماً بعد يوم، ومطالبة بعض المثقفين العرب في الصحف البريطانية والاميركية بحل سياسي مع بشار الاسد خطأ تقدير لأنه مع حليفه الايراني والروسي هو الذي اطلق كل الوحشية والكوارث على سورية فيما تأخر الغرب كثيراً، وترك سورية تحترق وتدمر وهي على طريق التفكك من دون اللجوء منذ البداية الى حل جذري وقوي لإخراج بشار الاسد ومجموعته، وإيقاف المجازر في سورية وترك تغلغل وحوش «داعش» والقاعدة والنصرة. فالحوار الفرنسي – الايراني كما حوار رئيس الحكومة البريطانية دايفيد كاميرون مع روحاني سيخرج الرئيس الايراني من عزلته من دون أي تغيير في سياسة دولته الاقليمية والعالمية. قد تكون لمثل هذه اللقاءات إفادة في تحليل المواقف على ضوء المستجدات من دون توقع الكثير منها

 

Hollande heralds ‘first contact’ with Rohani

French President François Hollande became the first western leader to meet the new Iranian President Hassan Rohani, when the pair met for talks in New York on Tuesday. Hollande urged Iran to make “concrete” gestures over its disputed nuclear programme.

“France expects Iran to make concrete gestures to show that it renounces its military nuclear program, even if it has a right to a civilian program,” Hollande told the UN General Assembly.

Hollande later became the first Western leader to meet new Iranian President Hassan Rohani, a reputed moderate within the clerical regime.

The two presidents smiled for the cameras and shook hands before entering a 40-minute session at France’s United Nations mission.

In front of Iranian, French and European Union flags, Hollande praised “this first contact which calls for others,” while Rohani voiced hope for “a better future” in relations between the two countries.

The leaders met around a rectangular glass table at the office with a spectacular sunny view of New York’s East River, accompanied by French Foreign Minister Laurent Fabius and his Iranian counterpart Mohammad Javad Zarif, a US-educated diplomat seen as key in Rohani’s outreach efforts.

Rohani is paying a closely watched visit to the United Nations, three months after he swept to power on promises to ease tensions with the West and fix Iran’s battered economy.

“The question at hand is to know if these words can translate into actions, especially on the nuclear issue,” Hollande said at the General Assembly.

“For the past 10 years, talks haven’t gone anywhere,” he added.

Iran says that its sensitive nuclear work is meant for civilian purposes. But Western officials fear tha Iran may be working to build a nuclear bomb and Israel has not ruled out a military strike.

A US official said that the White House made tentative contact to arrange a historic meeting between Rohani and President Barack Obama, but the encounter became too “complicated” for the Iranian side.

Supreme leader Ayatollah Ali Khamenei has the ultimate say in Iran, although Rowhani said in a US television interview before his trip that he was fully empowered to negotiate on the nuclear row.

France, unlike the United States, has diplomatic relations with Iran, although it has also pressed Tehran over its nuclear program.

“I accepted dialogue with President Rohani as he himself has shown an openness,” Hollande said at a news conference.

“The dialogue has to be firm because, for France, there cannot be an acceptance of nuclear proliferation,” he said.

“This is an issue that isn’t tied to Iran but to global security,” he said.

The French president also talked to Rowhani about Syria, whose embattled president Bashar al-Assad counts Iran as a top ally.

Hollande reiterated that he did not oppose Rowhani’s presence at a future Geneva peace conference on Syria, but said that the focus had to be on transition from the Assad regime.

“If Iran wants to participate in Geneva Two, it has to be with a goal of transition,” Hollande said.

A French official said that Rowhani, in the discussion with Hollande, “said he hoped that the war would end” in Syria.

“He indicated that he was open on Geneva Two,” the official said.

The official said that Hollande and Rowhani also discussed developments in Lebanon, where Iran supports the Shiite movement Hezbollah.
